RECOMMENDED ACTION:
Approve and authorize the Mayor to sign the Professional Services Agreement with Corona Environmental Consulting to assist with Consumer Confidence Report preparation and general water compliance consultation services over the next 3 years, in the not to exceed amount of $45,000.00 (funding source: Water Enterprise Operating Fund).
BACKGROUND:
The California Consumer Confidence Drinking Water Report Requirement mandates that public water systems in California provide annual Consumer Confidence Reports (CCRs) to their customers. These reports are meant to inform consumers about the quality of their drinking water, including details such as:
Water Sources: Information about the sources of water (e.g., rivers, reservoirs, or groundwater) used by the water system.
Water Quality: A summary of the water quality, including any detected contaminants and whether they exceed state or federal safety standards. Health Information: Clear health advisories if contaminants exceed specific thresholds, explaining the potential risks, especially for sensitive populations like infants, elderly people, or those with compromised immune systems.
Regulatory Compliance: A statement that confirms whether the water system is in compliance with state and federal regulations regarding water quality. Contact Information: Details on how to reach the water system for further information or to ask questions.
These reports must be distributed to customers by July 1st each year, and they can be sent in various forms, such as printed copies or posted on the water utility's website. The goal is to increase transparency and provide consumers with essential information about the safety and quality of their drinking water.
DISCUSSION:
The future of water quality regulation at the Federal and State level will only continue with stricter contaminant standards, understanding and adapting to these new regulations will be critical to providing safe and reliable drinking water moving forward. Corona Environmental Consulting has assisted the City with a variety of water quality regulatory compliance projects over the past 20 years and they have a clear understanding of the City’s water distribution system.
Staff reached out to Corona Environmental Consulting for a proposal to provide the City with CCR preparation assistance and general water related consulting services. Exhibit A of the attached professional services agreement will provide the City with CCR preparation assistance and general water related consulting over the next three years.
FISCAL IMPACT:
The attached Professional Services Agreement with Corona Environmental for the not to exceed amount of $45,000 will be paid for through the Water Enterprise Operating Fund.
