MEMO
To: Honorable City Council
From: Christiana Giedd, Associate Civil Engineer
Date: 04/08/2025
Subject: Goodwin Consulting Group, Inc.
RECOMMENDED ACTION:
Approve and authorize the Mayor to sign the Professional Services Agreement with Goodwin Consulting Group, Inc. for the preparation of the Development Impact Fee Nexus Study in the not to exceed amount of $59,000.
BACKGROUND:
The City utilizes a number of funds to conduct the business of the various City departments.
These funds are classified by three categories - “Operating Funds”, “Capital Funds”, and “Restricted Funds”.
The Capital Fund category includes three sub-categories, as described below:
General Capital Funds – At the City Council’s discretion, funds are transferred from the General Fund to be used for capital projects/purchases or to reserves. Enterprise Capital Funds – By resolution, revenue from the designated operating fund (e.g., Water Operating Fund) are transferred to the designated enterprise capital fund (e.g., Water) for equipment and infrastructure replacement. PFFP Capital Funds – The various Public Facilities Financing Plan (PFFP) Capital Funds track revenue and expenses for the different designated fund categories. The revenue is from development and restricted to fund infrastructure needed to support growth.
The City is required to report its AB1600 Development Impact Fees, which are also referred to as PFFP Capital Fees. There is both an annual requirement and a five-year findings reporting requirement. These reports are written using the City’s Development Impact Fee Nexus Study (Study) which is updated every eight years. The Study was last updated in 2017 by Goodwin Consulting Group, Inc. (GCG).
DISCUSSION/ANALYSIS:
GCG provided a scope of work to update the Study. The update will ensure that the impact fees being levied by the City are in compliance with the nexus requirements of Assembly Bill 1600 and updates made in Assembly Bill 602.
Updated development impact fees will be calculated for the following City infrastructure:
Transportation
Water
Wastewater
Storm Drainage
Parks & Recreation
Library
City Hall
Police
Corporation Yard
In support of this effort, City staff will update the various infrastructure master plans that are used by GCG, although, a consultant is recommended to update the City’s wastewater treatment plant facilities master plan. Staff will present a scope and fee for this work separately.
GCG will produce a draft Study along with a comparison of other jurisdictions development fees, which will be presented to the City Council for input before the final Study is presented for adoption.
FINANCIAL IMPACT:
The cost to perform this work is $59,000, which will be allocated to the various AB1600 funds.
