General and Technical Assistance
TASK SCOPE FIXED FEE COST
1 Exhibit 9-B Preparation:
Preparation of Caltrans Exhibit 9-B including preparation of all required correspondence necessary for submission to Caltrans and/or other DOT Operating Administrations to facilitate their respective approvals including but not limited to:
• Identification and updates to of City of Ripon’s DBELO; • Confirmation and application of changes to Organizational Chart;
• Preparation of the Race-Neutral Measures the City intends to Implement;
• Providing guidance to the City and application of updates to the monitoring and Prompt Payment enforcement mechanisms in place; and
• Preparation of Transmittal Letter and contact details for issuance to appropriate Caltrans District Local Assistance Engineer.

2 Contract-Specific Goals::
Padilla & Associates, Inc. will Develop contract-specific DBE Goal(s) and determination of Race-Neutral and/or Race-Conscious application in accordance with Caltrans’ published directives. $2,865.00

3 Pre and Post award DBE Compliance Monitoring, Consulting and Provision of Technical Assistance:
Provide DBE compliance monitoring, consulting, and technical assistance services to the City of Ripon to ensure compliance in Program delivery in accordance with the Federal Disadvantaged Enterprise Regulations under Title 49 Code of Federal Regulations Part 26; Participation by Disadvantaged Business Enterprise in Department of Transportation Financial Assistance Programs and Caltrans’ Local Assistance Procedures Manual (LAPM) to include but not limited to:
• Review of the City’s procurement solicitation templates to ensure that the language utilized, forms and information included reflect changes to federal regulatory requirements in conformance with the Final Rule of Title 49 Part 26 effective May 9, 2024 and all Caltrans LAPM updates;
• Pre-award Responsiveness Reviews to determine
Bidders/Proposers compliance with solicitation DBE
requirements;

• Comprehensive pre-award Good Faith Effort analysis and recommendation of responsiveness to DBE requirements;
• Preparation of DBE presentation materials and participation in Pre-Bid/Pre-Proposal meetings to provide an overview of DBE Program, good faith effort criteria and solicitation DBE requirements;
• Preparation of DBE related materials and participation in PreJob Kick-Off meetings to provide overview of contractspecific DBE program requirements.
Monthly contract monitoring including confirmation of receipt of compliance documents and reporting, analysis of reporting for errors or discrepancies, monitoring of DBE commitments and attainments towards those commitments, subcontractor payment verification, compliance with prompt payment provisions, commercially useful function evaluations and determinations, and preparation of discrepancy notices to effectuate Contractor compliance with all contract and Program DBE requirements.
