MEMO
To: Honorable City Council
From: Kevin Werner, City Administrator
Date: 05/13/2025
Subject: Greater Stockton Chamber of Commerce
RECOMMENDED ACTION:

Frank Ferral from the Greater Stockton Chamber of Commerce to introduce the Standing Together Against All Regional Theft (STAART) program and provide an update on the program’s success throughout San Joaquin County.

BACKGROUND:

STAART is a County and Chamber driven initiative designed to empower residents and businesses in the fight against retail theft through real-time technology, community engagement and cross-agency collaboration. Central to the program is the FastSTAART mobile app, which allows residents to report theft incidents directly to affected merchants, streamlining evidence collection and coordination with law enforcement.

Since its launch in San Joaquin County, STAART has achieved measurable success, including 519 reported theft incidents, 206 camera grants issued to small businesses, 159 businesses on boarded, over 2,000 residents actively using the app, and 61 workshops held with businesses and law enforcement. With plans for regional expansion, STAART aims to create a network of participating cities that share data, enhance business resilience and promote public involvement in tackling retail crime.
