Subject: License Plate Reader Replacement
RECOMMENDED ACTION:
Approve and authorize the purchase of seven (7) License Plate Reader cameras to replace outdated units in the not to exceed amount of $65,448.50 (funding source: General Department Capital Fund).
BACKGROUND:
The Ripon Police Department operates 22 License Plate Readers strategically placed at 14 locations throughout the city. License Plate Reader technology is capable of rapidly scanning and cross-referencing license plates with available local, state, and federal databases, providing leads and evidence in a timely manner. Since their installation in Ripon, these systems have significantly enhanced the department's ability to solve crimes and improve public safety.
DISCUSSION/ANALYSIS:
The Police Department has recently engaged Odin Systems Inc. to inspect all the License Plate Readers due to a variety of operational issues. Following the assessment, Odin Systems recommended replacing nine License Plate Readers that have exceeded their useful life with seven newer models (the updated models are capable of scanning two lanes of traffic, reducing the need for multiple cameras at certain locations).
The estimate from Odin Systems for the replacement and installation of the License Plate Readers is attached to this staff report.
FISCAL IMPACT:
The City of Ripon's fiscal impact for the replacement of the License Plate Readers would not exceed $65,448.50. The expense will be funded by the General Department Capital Fund.
