Thank you for reaching out and requesting us to work with you on this project. We are pleased to submit this proposal in response to your request to provide traffic engineering design services for the N Ripon Road and River Road Traffic Signal Installation project (hereafter referred to as “the Project”). We will prepare the following:
Signing & striping for the intersection of N Ripon Road and River Road to accommodate the new traffic signal at the intersection
Traffic signal installation plans. estimates, and traffic signal lighting analysis at the intersection of N Ripon Road and River Road
Traffic signal interconnection plans and estimates at the intersection of N Ripon Road and River Road
Our detailed scope of work is included in Exhibit A. We propose to complete the tasks in Exhibit A on a time and materials basis with an upset limit of $39,750 per Exhibit B.

EXHIBIT A - SCOPE OF WORK
Fehr & Peers will prepare the signing, striping, and traffic signal designs to accompany the civil engineering designs at the intersection of N Ripon Road / River Road for the Project. We will utilize electronic base maps provided by Siegfried Engineering, to include survey and overhead information.
We will perform a site visit to confirm existing conditions and above-ground constraints.
We will address up to three rounds of review and prepare written responses to each set of comments. For each submittal, signing, striping, and traffic signal PS&E will be submitted to Siegfried Engineering for incorporation in the submittal package. The initial submittal will include traffic signal safety lighting analyses result sheets, with subsequent updates (as needed) in response to changes to pole locations resulting from future submittals. For confirmation of the design concept, the first submittal will be a preliminary layout showing only above-ground equipment with no associated cost estimate. Plans will be provided in PDF format and the cost estimates will be submitted as lump sum estimates. The final signed plans will be submitted as PDF plans and in electronic AutoCAD format drawing files. Design will be performed under the responsible charge of Danny Murphy, P.E., C90527.
Signing and Striping Design
Fehr & Peers will prepare signing and striping plans and estimates for modifications within 1,000 feet of the intersection of Ripon Road and River Road. The striping plans will correspond to the civil plans and will show existing signing/striping to remain, existing signing/striping to be removed, and new signing/striping to be installed.
Traffic Signal Installation Design
Fehr & Peers will prepare a traffic signal plan and estimate for a new installation at the intersection of N Ripon Road and River Road. The traffic signal design will include the installation of controller and service cabinets, vehicle, bicycle, and pedestrian detection, vehicle and pedestrian signals, intersection safety lighting, and the conductor and equipment schedules. Signal ahead beacons will be included in the design.
We will coordinate with PG&E on behalf of the City to identify the service point; we are not responsible for any PG&E charges incurred. Plans will show removal of existing street light poles as needed to accommodate the design.
We will evaluate General Order 95 clearances from overhead power lines adjacent to the intersection and select traffic signal pole types and locations accordingly. We will perform an AGI 32 photometric analysis to verify adequate intersection safety lighting given the overhead constraints. We will provide a clearance exhibit for review by the utility and a photometric exhibit for review by the City if necessary.
We will coordinate with the City of Ripon Fire Department to determine preemption needs for the fire station on the west side of the north leg near the intersection.
Traffic operations analysis to determine traffic signal timing is not included.

Signal Interconnect Design
Fehr & Peers will prepare a traffic signal interconnect plan and estimate for a new signal interconnect connection between the intersection of N Ripon Road and River Road and the intersection of Fulton Road and River Road. The signal interconnect design will include the installation of new signal interconnect cable from the existing traffic signal controller cabinet of Fulton Road and River Road to the new traffic signal controller cabinet at the intersection of N Ripon Road and River Road to be installed with the traffic signal installation design of this project. Traffic operations analysis to determine coordination offsets/plans is not included.
Bidding and Construction Support
We have included up to 16 hours of staff time to support bidding and construction support activities such as contractor bid review, equipment submittal review, field meetings, and review of contractor requests for information. This fee proposal is valid for a period of 90 days from the proposal submittal date.
Actual billing rate at the time of service may vary depending on the final staffing plan at the time the project starts; the overall fee will not be exceeded without prior written authorization.
