City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: James Pease, Public Works Director
Date: 08/12/2025
Subject: Provost & Pritchard Water Loss Audit Validation FY 24-25 and 25-26 RECOMMENDED ACTION:

Approve and authorize the Mayor to sign the Professional Services Agreement with Provost & Pritchard Consulting Group to complete the annual Water Loss Audit Validation for fiscal years 2024/2025 and 2025/2026 in the not to exceed amount of $5,500 (funding source: Water Operating Fund).

BACKGROUND:

The State of California Department of Water Resources (DWR) requires an Annual Water Loss Audit be prepared by the City and validated by a Certified Water Audit Validator, in accordance with Senate Bill 555. The audit and validation are due annually every January and the validation must be independent of the Annual Water Loss Audit. The water loss audit is an estimation of the amount of water lost by the City throughout the year, essentially the difference between how much water is being pumped into our system which is recorded at the wells and the total water exiting our system which is recorded at the customer water meters.

DISCUSSION/ANALYSIS:

As outlined in the attached agreement and exhibit, the City will perform the water loss audit for fiscal years 2024/2025 & 2025/2026 and Provost & Pritchard will perform an independent validation of the audit results as required by DWR. Once complete, the certified validation report will be submitted to DWR for their records.

FISCAL IMPACT:

The attached agreement has a not-to-exceed amount of $5,500 and will be funded through the City Water Operating Fund.
