City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Kevin Werner, City Administrator
Date: 09/09/2025
Subject: J D E engineering, inc.

RECOMMENDED ACTION:

Approve and authorize the Mayor to sign the Professional Services Agreement with J D E engineering, inc. to provide construction management and inspection services for various projects in the not to exceed amount of $30,000 (funding source: varies by construction project).

DISCUSSION/ANALYSIS:

Due to a continued active construction workload of both Capital Improvements and Private Development projects, there is an ongoing need for professional assistance with project inspection and construction management services. City staff resources are limited, and supplementing staff with qualified consultants ensures that projects proceed efficiently, safely, and in compliance with approved plans and specifications.

The City previously contracted with MCR Engineering for these services, which Dan Eavenson has been the City’s primary inspector from MCR Engineering. Mr. Eavenson is no longer with MCR Engineering and has since established his own consulting firm. Staff is recommending the City Council approve the Professional Services Agreement with J D E engineering, inc. to allow consistency with the City inspection and construction management services.

The scope of the services to be provided includes:
 Providing on‐call project inspection on public and private site construction projects  Reviewing contractor schedule and related activities
 Assisting with review of Request for Information, material submittals, and payment application review
 Change order review
 Any other construction management or inspection tasks as requested by the Engineering staff
FISCAL IMPACT:

The proposed agreement with J D E engineering, inc. is for a not-to-exceed amount of $30,000.

The attached proposal details the time-and-materials cost structure for construction management and inspection services, based on a designated hourly rate. The expenses incurred will be charged to the appropriate fund corresponding to the construction project’s funding source.
