City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: James Pease, Public Works Director
Date: 10/14/2025
Subject: Right of Entry Agreement- Petersen Smog & Automotive RECOMMENDED ACTION:

Accept the Right of Entry Agreement with Susan McClanahan in order to install a City camera that is connected to the wireless camera network on private property to be controlled and accessed by the Ripon Police Department.

DISCUSSION/ANALYSIS:

The attached Right of Entry Agreement from Susan McClanahan allows the Ripon Police Department to install a camera that is connected to the City’s wireless camera network on a private pole located on the property at 106 Second Street.

This location has been documented as a common route utilized by suspects and their vehicles when leaving the City after committing crimes. Installation of a camera at this site would provide the department with enhanced investigative capabilities by capturing both suspect activity and vehicle information, thereby strengthening efforts to deter and prevent crime within the community.

At present, the City does not have the necessary infrastructure in place to support the installation of cameras at this location. In order to address this need, the Police Department recommends partnering with private businesses. Such collaboration would allow expansion of camera coverage into key areas identified by staff, improving public safety, assisting in criminal investigations, and supporting the City’s overall crime reduction strategy.

FISCAL IMPACT:

The estimated cost for Public Works Department staff to install the security camera is approximately $300, which will be paid for through the General Fund. The cost of the camera to be installed is $5,840 and was previously purchased with the FY2024/25 budget paid for through the Department Capital Fund.
