MEMO
To: Honorable City Council
From: Kevin Werner, City Administrator
Date: 10/14/2025
Subject: Ripona Resurface Project Change Order #1
RECOMMENDED ACTION:
Approve Change Order No. 1 to revise the project scope from a 3-layer resurfacing to a 3-inch grind and asphalt overlay and to include striping of a bike lane along Milgeo Avenue and potholing for utilities on Cobblestone Court, in the not to exceed amount of $137,392.50 (funding source: Streets and Road Fund).
BACKGROUND:
The Ripona Resurface Project was awarded to Knife River Construction at the May 13, 2025 City Council meeting in the amount of $1,521,980. The Ripona Resurface Project includes the resurfacing of various streets throughout the City of Ripon.
DISCUSSION:
During the design phase of the project, staff met with a contractor to determine the best construction method to rehabilitate the roads within the project area. Certain roads were oxidized to a point areas of the asphalt were raveling, creating loose aggregate. It was decided that the contract would include the 3-layer resurfacing method for these roads that includes a micro-surface layer of asphalt that will level the road and fill in small gaps, a chip seal that provides a thin structural later and, lastly, a slurry seal.
The contractor that was awarded the bid agrees that the 3-layer method would work, but he estimated it would only last a couple of years because the original asphalt will continue to shift and come apart with traffic, causing the 3-layers of resurfacing to break down faster than what we normally experience (8-10 years). Knife River Construction recommended the City provide a change order to do a 3-inch grind and asphalt overlay to increase the life of the improvement to the following streets rather than the 3-layer resurfacing method because of the level of oxidation:
Prospect Ave between Frontage Rd and Ridge Ave
California St between Frontage Rd and N Stockton Ave
Washington St between Frontage Rd and N Stockton Ave
Hillside Ave between N Stockton Ave and Ridge Ave
Sunrise Ave between Milgeo Ave and Hillside Ave
The additional cost for this change is $127,675.00
Additionally, staff requested a change order to add striping to the project of a bike lane along Milgeo Avenue between Acacia Avenue and Arc Way to increase the safety of this segment of roadway and improve the connectivity to other bike lanes. The additional cost for this change is $3,737.50.
Lastly, staff requested the contractor perform utility potholes on Cobblestone Court prior to the road being demolished to ensure there was not a conflict with residential utility connections that would delay the project. The additional cost for this change is $5,980.00.
FISCAL IMPACT:
The attached Change Order No. 1 is in the amount of $137,392.50 and will be funded through the Streets and Roads Fund. The amended construction contract price is shown in Table 1.
