RECOMMENDED ACTION:

Approve the current invoice in the amount of $60,251.03 representing the City of Ripon’s half of operating the Ripon Aquatic Center for Fiscal Year 2024-25.

BACKGROUND:

The City of Ripon and the Ripon Unified School District (RUSD) have a joint powers agreement in place to operate and share costs (50/50) for the Ripon Aquatic Center.

DISCUSSION/ANALYSIS:

The following table summarizes the City of Ripon’s share of operating expenses and income for fiscal years 2024-25 and 2023-24:

Materials and Supplies: This includes pool chemicals and supplies. Inflation is the major cause of the increase for swimming pool chemicals and supplies.

Services and Repairs: This includes pool parts, pool plumbing, pool service, testing, repair service, operating fees for the co-gen plant, City of Ripon water fees and PG&E electric service.

The increase in the 2024–25 PG&E bill reflects the inclusion of both gas and electricity charges.

In 2023–24, only electricity charges were billed, which accounts for the higher amount shown in 2024–25.

Income: The City’s share of Income for FY 2024-25 decreased by 22% from the previous year.

This is the result of several years of back pay for pool use from the Ripon Sea Lions which increased the fiscal year income for last year. It is now back at the normal income level for 2024-

25. Swim programs currently offered and generating income include open swim, swim lessons, sea lions swim, club swim and club water polo programs.

FISCAL IMPACT:

The invoice balance due in the amount of $60,251.03 will be paid out of the City’s general fund.
