City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Spencer Schroen, Associate Civil Engineer
Date: 12/09/2025
Subject: EV Charging Station Project
RECOMMENDED ACTION:

Award the contract for the Electrical Vehicle Charging Station Project to Valley 29 Electric in the amount of $135,650 and authorize staff to proceed (funding source: Carbon Reduction Program (CRP) Grant).

BACKGROUND:

California has adopted several laws and regulatory programs that require a long-term transition toward zero-emission vehicles, including requirements that apply directly to municipal fleets.

One of the key requirements is the California Air Resources Board Advanced Clean Fleets (ACF) Regulation, which became effective in 2023. ACF requires state and local agencies to transition their fleet vehicles that are over 8,500 lbs. to zero-emission models under a phased schedule that is now in effect. All vehicles decommissioned after 2027 must be replaced with zero-emission vehicles. As these requirements phase in, cities will need to have the necessary charging infrastructure in place to support daily fleet operations.

The federal CRP provides funding to help local agencies reduce transportation-related emissions.

Through the San Joaquin Council of Governments, the City received $528,000 in CRP funds in FY23/24. EV charging infrastructure qualifies for this funding and does not require a local match.

This project includes installation of 2 electric vehicle chargers at the City of Ripon’s City Hall and 5 at the Corporation Yard.

DISCUSSION
On November 25, 2025, eight bids for the EV Charging Station project were opened, as summarized below:

Hooked on Solar $105,056.32
Valley 29 Electric $135,650.00
SCC Electric $145,275.00
Westek Systems, Inc. $166,779.00
Bockmon & Woody Electric Co., Inc. $167,700.00
Shane Brown Electric $199,625.00
DV Electric Co. $200,500.00
Preferred Power Solutions, Inc. $261,301.00
City staff has reviewed the bids and found Valley 29 Electric to be the lowest responsive bidder.

The Contractor has submitted the bid bond and all required documents. Due to a computational error in its bid schedule, Hooked on Solar - the apparent lowest responsive bidder - requested to withdraw its bid on the grounds of material error pursuant to Public Contract Code Section 5100 et seq.

FISCAL IMPACT:

The total cost of $135,650 for construction of the EV Charging Station Project will be funded through the CRP Grant. Since the grant received exceeds the project cost, staff is discussing with SJCOG staff options to fully utilize the awarded grant funds.
