The information within this report has been gathered to support the establishment of safe and effective speed limits within city limits. This survey follows the guidelines within the California Department of Transportation’s (Caltrans) California Manual for Setting Speed Limits (March 2025).
The purpose of this survey is to evaluate the posted speed limits for 41 segments of roadways/streets within the City of Ripon and recommend speed limits following the State of California regulations and guidelines. CVC Section 40802 requires that Engineering and Traffic Survey (E&TS) for speed limits should be conducted at least once every 5 years (40802(a)), 7 years (40802(c)), or 14 years (40802(c)) based on established criteria. State and local agencies are required to re‐evaluate non‐statutory speed limits on their street segments that have undergone a significant change in roadway characteristics or surrounding land uses since the speed limits were last reviewed.
How Speed Limits Are Set
The California Vehicle Code (CVC) establishes the way in which jurisdictions determine and set their speed limits. The CVC is regulated by the State Legislature with the primary goal of creating the safest and most efficient roadways possible.
California Vehicle Code establishes the following limits for “local” streets/roads. - 15 mph in alleys
- 15 mph at railroad crossings
- 25 mph in school zones
- 25 mph in a residence or business district
- 25 mph when passing a senior citizens facility
- 25 mph prima facie limit in residential districts
The responsibility of setting and maintaining roadways not defined as “local” is handled by various state and local agencies through an Engineering and Traffic Survey (E&TS).
The need for an E&TS and its definition are specified in the CVC Sections 627 and 40802. CVC Section 627 authorizes Caltrans to establish methods for E&TS while Section 40802 establishes that a speed zone without a valid E&TS is considered a speed trap.
CVC Section 627:
(a) "Engineering and traffic survey," as used in this code, means a survey of highway and traffic conditions in accordance with methods determined by the Department of Transportation for use by state and local authorities.
4 (b) An engineering and traffic survey shall include, among other requirements deemed necessary by the department, consideration of all of the following:
(1) Prevailing speeds as determined by traffic engineering measurements. (2) Accident records.
(3) Highway, traffic, and roadside conditions not readily apparent to the driver. (c) When conducting an engineering and traffic survey, local authorities, in addition to the factors set forth in paragraphs (1) to (3), inclusive, of subdivision (b) may consider all of the following:
(1) Residential density, if any of the following conditions exist on the particular portion of highway and the property contiguous thereto, other than a business district:
(A) Upon one side of the highway, within a distance of a quarter of a mile, the contiguous property fronting thereon is occupied by 13 or more separate dwelling houses or business structures.
(B) Upon both sides of the highway, collectively, within a distance of a quarter of a mile, the contiguous property fronting thereon is occupied by 16 or more separate dwelling houses or business structures.
(C) The portion of highway is longer than one-quarter of a mile but has the ratio of separate dwelling houses or business structures to the length of the highway described in either subparagraph (A) or (B).
(2) Pedestrian and bicyclist safety, with increased consideration for vulnerable pedestrian groups including children, seniors, persons with disabilities, users of personal assistive devices, and the unhoused.
Based on the California MUTCD 2014 Edition Revision 6 and CVC sections 22357 and 22358.6, speed limits “shall be established at the nearest 5 mph increment of the 85th percentile speed of free-flowing traffic.” In matching existing conditions with the traffic safety needs of the community, engineering judgment may reduce the posted speed limit by 5 mph due to specific factors such as road characteristics, the pace speed, roadside development and environment, pedestrian activity, and collision history. Alternatively, the California MUTCD 2014 Edition Revision 6 states that "for cases in which the nearest 5 mph increment of the 85th- percentile speed would require a rounding up, then the speed limit may be rounded down to the nearest 5 mph increment below the 85th-percentile speed, if no further reduction is used." 5 Survey Results and Recommendations
This section is a summary of the street segments surveyed and compares the critical speed (85th Percentile Speed) obtained with the speed limit presently being enforced and provides recommendations for revising speed limits and the basis for these recommendations. Appendix B covering “Field Survey Data” provides the necessary backup for this section. Several short sections of streets have had the speed limit raised as allowed by the California Manual on Uniform Traffic Control Devices and the California Vehicle Code. The justification for recommended changes from the 85th percentile speed is noted with each street section and the justifications are defined in Appendix A. Raw traffic data is included for reference in Appendix C. 36 of the 41 surveyed sections are recommended to remain at their current speed limits.

11 Appendix A: Definitions
and Methodology
12 General Definitions
Advisory Speeds
Advisory speeds are determined primarily by physical and design characteristics of the roadway and/or a Ball-banking test. The setting of regulatory speeds, while also affected by physical and design factors, is determined largely by existing free flow traffic speeds.
Advisory speeds warn motorists about roadway design speeds. It is not a Prima Facie speed limit, is not an enforceable speed limit and is not based on the 85th percentile speed. R2-1 signs are not used to display the Advisory speed, typically W1 thru W4 warning signs are used.
Business District
Section 235 states that a business district is that portion of a highway and the property contiguous thereto (a) upon one side of which highway, for a distance of 600 feet, 50 percent or more of the contiguous property fronting thereon is occupied by buildings in use for business, or (b) upon both sides of which highway, collectively, for a distance of 300 feet, 50 percent or more of the contiguous property fronting thereon is so occupied.
A business district may be longer than the distances specified in this section if the above ratio of buildings in use for business to the length of the highway exists.
In determining whether a highway is within a business or residence district, these limitations shall apply and shall qualify the definitions in Sections 235 and 515:
(a) No building shall be regarded unless its entrance faces the highway and the front of the building is within 75 feet of the roadway.
(b) Where a highway is physically divided into two or more roadways only those buildings facing each roadway separately shall be regarded to determine whether the roadway is within a district.
(c) All churches, apartments, hotels, multiple dwelling houses, clubs, and public buildings, other than schools, shall be considered business structures. (d) A highway or portion of a highway shall not be deemed to be within a district despite the number of buildings on the contiguous property if there is no right of access to the highway by vehicles from the contiguous property.
Business Activity District
CVC section 22358.9(b) states that a “business activity district” is that portion of a highway and the property contiguous thereto that includes central or neighborhood downtowns, urban villages, or zoning designations that prioritize commercial land uses at the downtown or neighborhood scale and meets at least three of these requirements in paragraphs (1) to (4), inclusive:
(1) No less than 50 percent of the contiguous property fronting the highway consists of retail or dining commercial uses, including outdoor dining, that open directly onto sidewalks adjacent to the highway.
13 (2) Parking, including parallel, diagonal, or perpendicular spaces located alongside the highway.
(3) Traffic control signals or stop signs regulating traffic flow on the highway, located at intervals of no more than 600 feet.
(4) Marked crosswalks not controlled by a traffic control device.
Construction Zone
When authorized work is done in the roadway, ramps or recovery zone that affects motorists.
Decision Zone
On a high-speed approach to a signalized intersection (over 35 mph), there is a length of roadway before the intersection, commonly called the “decision zone”, wherein drivers may be indecisive and respond differently to the onset of the yellow signal indication.
When in the zone at the onset of yellow, some drivers may stop abruptly while others may decide not to stop, and maybe even accelerate through the intersection. This variation in driver behavior is conducive to the occurrence of collisions on the intersection approach. Sometimes, drivers’ decisions to move forward through the intersection at the onset of yellow may cause a collision with vehicles on conflicting phases.
The most common locations for this area are:
When a poor or non-compliant E&TS is performed.
When a speed is reduced well below the 85th percentile.
When the posted speed is below the 50th percentile.
The yellow interval in traffic signal timing is designed to let drivers decide either to stop or to drive through the intersection before the following red interval begins. When the speed and the location of the vehicle is such that the driver cannot stop and cannot drive through in time, the vehicle is said to be in a dilemma zone. For a fixed speed v, there is a minimum distance before the vehicle can stop (the stopping sight distance), and there is a maximum distance that the vehicle can travel through during the yellow interval (the clearing distance). If the vehicle’s current distance to the intersection is shorter than the stopping sight distance but longer than the clearing distance, then it is in the dilemma zone. The greater the difference between the stopping sight distance and the clearing distance, the bigger the dilemma zone. See FHWA studies OH-2001/12 and Federal House of the Majority Leader Report from 2001.
Divided Highway
The definition of divided highway must be inferred from CVC Section 21651(a). It states:
“Whenever a highway has been divided into two or more roadways by means of intermittent barriers or by means of a dividing section of not less than two feet in width, either unpaved or delineated by curbs, double-parallel lines, or other markings on the roadway…”
Engineer
14 A Professional Civil or Traffic Engineer licensed in the State of California and recognized by the California Department of Consumer Affairs.
Engineering Judgment
Evaluating available pertinent information, and the application of principles, experience, education, discretion, Standards, Guidance, and practices to decide upon the applicability, design, operation, or installation of a traffic control device.
Engineering judgment shall be exercised by a Professional Civil Engineer Licensed in the State of California or by an individual working under the supervision of a Professional Engineer, through the application of procedures and criteria established by the engineer.
Engineering Study
The comprehensive analysis and evaluating available pertinent information, and applying appropriate principles, engineering judgment, experience, education, discretion, Standards, Guidance, and practices in the Guidelines and other sources, for the purpose of deciding upon the applicability, design, operation, or installation of a traffic control device. An engineering study shall be performed by a Professional Engineer, or by an individual working under the supervision of a Professional Engineer, through the application of procedures and criteria established by the engineer. An engineering study shall be documented.
Engineering and Traffic Survey or E&TS
The complete package includes:
A cover sheet/title page.
A signature/P.E. stamp/acceptance with the effective date.
Justification/summary of finding including the consultation of local law enforcement and engineering officials.
Raw accident data such as TSAR or Table B summary page for a 3-year history for comparison with average or similar intersections.
Vehicle Speed Survey sheets for each area.
A declaration or order or ordinance approving the lowering from 55 mph or 65 mph (State roads) or raising from 25 mph (local and county streets).
The Strip map.
These are the minimum documents in an E&TS. For a public document requests or when someone is contesting a ticket, the accident data can be omitted if the speed limit was not reduced because of accident data. See TOPD 11-05 for the release of records policy.
Free Flow
A condition of traffic where a vehicle’s speed is not being influenced by anything other than the geometry of the roadway. Some conditions that exist in a Free Flow state are:
15 Minimum 5 second gap between vehicles as the Highway Capacity manual defines delay as a percentage of vehicle headways less than or equal to 5 seconds.
Appropriate distance for the vehicle to reach a steady velocity not influenced by start-up or slowdown speeds due to traffic signals, stop signs, or other traffic control devices.
Not influenced by slow vehicles such as trucks or busses.
Not influenced by enforcement or the perception of enforcement.
Not influenced by construction or closures.
Not influenced by inclement weather conditions.
Not influence by a special event or the effects of that special event.
Highway
A way or place of whatever nature, publicly maintained and open to the use of the public for purposes of vehicular travel. Highway includes street.
Prevailing Speeds
The free flow speeds of vehicles on a roadway commonly collected in a Spot Speed Survey and used to determine the 85th percentile speed.
Prima Facie
A speed limit is Prima Facie when predetermined by statute, zoning, and local ordinance for areas such as schools, police, and fire stations; or once an agency has completed an E&TS and determined that 65 mph/55 mph is not safe and reasonable for the orderly movement of traffic, has determined an appropriate speed, and that appropriate speed has been posted on a R2-1 sign in the appropriate location. All speed limits in compliance with the CVC, set standards and procedures, and posted on regulatory signing (R2-1), are Prima Facie. A sign displaying a speed limit that has not been established by ordinance, code, or statute, nor has been reduced from the maximum speed by a proper and complete E&TS, is neither Prima Facie nor is it an official traffic control device.
Residence District
CVC Section 515 states a residence district is that portion of a highway and the property contiguous thereto, other than a business district, (a) upon one side of which highway, within a distance of a quarter of a mile, the contiguous property fronting thereon is occupied by 13 or more separate dwelling houses or business structures, or (b) upon both sides of which highway, collectively, within a distance of a quarter of a mile, the contiguous property fronting thereon is occupied by 16 or more separate dwelling houses or business structures. A residence district may be longer than one-quarter of a mile if the above ratio of separate dwelling houses or business structures to the length of the highway exists. All churches, apartments, hotels, multiple dwelling houses, clubs, and public buildings, other than schools, shall be deemed to be business structures.
Roadside Development
16 The area directly next to the roadway. Examples are parks, residential or business districts, etc. These areas are typically zoned by local agencies. Studies such as FHWA— RD-98-154 show roadside development is the second most important factor when setting speed limits, behind only the 85th percentile speed.
Speed
The term “speed” is used in several applications:
Advisory Speed - a recommended speed for all vehicles operating on a section of highway based on the highway design, operating characteristics, and (noun) conditions.
Average Speed - the summation of the instantaneous or spot-measured speeds at a specific location of vehicles divided by the number of vehicles observed. Design Speed - a selected speed used to determine the various geometric design features of a roadway. 85th Percentile Speed - the speed at or below which 85 percent of Free Flow vehicles travel. 85th percentile speed is always expressed as a whole number without decimal.
The 85th percentile speed is recognized as a “safe and reasonable speed” for motorists to be traveling in normal conditions. May also be referred to as critical speed.
Operating Speed - the speed at which a typical vehicle or the overall traffic operates.
Operating speed might be defined with speed values such as the average, pace, critical or 85th percentile speeds.
Pace Speed - the 10 mph increment of speed containing the largest number of vehicles.
Posted Speed - the speed limit shown on Speed Limit signs (R2-1).
Statutory Speed - a speed limit established by legislative action that typically is applicable for highways with specified design, functional, jurisdictional, and/or location characteristic and is not necessarily shown on Speed Limit signs.
Speed Limit
The maximum or posted speed allowed on a section of highway as established by law.
Speed Zone
A segment of roadway with a speed limit set by E&TS deviating from the statutory speed limit.
Spot Speed Survey
The part of the E&TS that specifically refers to the measurement and collection of vehicle speeds of free flow traffic at a specific location.
Strip Map
A plan view, aerial photo, or schematic drawing of the speed zone area with a legend and a profile plot of the 85th percentile, the lower end of the pace, the existing and proposed speed zones. The strip map should also include local land uses, major traffic generators, traffic control devices, number of lanes, type and width of division strip, existing regulatory and warning signs, roadway width, traffic volumes and accident rates.
Undivided Highway
17 CVC Section 22349 states “A two-lane, undivided highway is a highway with not more than one through lane of travel in each direction. Passing lanes may not be considered when determining the number of through lanes.”
18 Definitions of Justifications
Speed Signs for Business and Residence Districts
CVC 21357. Speed restriction signs may, but need not, be erected upon any highway other than a state highway at the entrance thereof into a business or residence district unless required in this chapter.
Speed Signs for Special Areas
CVC 21359. Whenever the Department of Transportation or a local authority as authorized by this code determines and declares a speed limit different from the limit otherwise applicable under Sections 22349 and 22352, appropriate speed restriction signs shall be erected and maintained at the outside entrance of the highway or portion thereof upon which the special speed limit is applicable. The special speed limit is not effective until appropriate signs have been erected.
Maximum Speed Limit
CVC 22349. (a) Except as provided in Section 22356, no person may drive a vehicle upon a highway at a speed greater than 65 miles per hour. (b) Notwithstanding any other provision of law, no person may drive a vehicle upon a two-lane, undivided highway at a speed greater than 55 miles per hour unless that highway, or portion thereof, has been posted for a higher speed by the Department of Transportation or appropriate local agency upon the basis of an engineering and traffic survey. For purposes of this subdivision, the following apply:
(1) A two-lane, undivided highway is a highway with not more than one through lane of travel in each direction.
(2) Passing lanes may not be considered when determining the number of through lanes.
(c) It is the intent of the Legislature that there be reasonable signing on affected twolane, undivided highways described in subdivision (b) in continuing the 55 miles-perhour speed limit, including placing signs at county boundaries to the extent possible, and at other appropriate locations.
Basic Speed Law
CVC 22350. No person shall drive a vehicle upon a highway at a speed greater than is reasonable or prudent having due regard for weather, visibility, the traffic on, and the surface and width of, the highway, and in no event at a speed which endangers the safety of persons or property.
Speed Law Violations
19 CVC 22351. (a) The speed of any vehicle upon a highway not in excess of the limits specified in Section 22352 or established as authorized in this code is lawful unless clearly proved to be in violation of the basic speed law. (b) The speed of any vehicle upon a highway in excess of the prima facie speed limits in Section 22352 or established as authorized in this code is prima facie unlawful unless the defendant establishes by competent evidence that the speed in excess of said limits did not constitute a violation of the basic speed law at the time, place and under the conditions then existing.
Prima Facie Speed Limits
CVC 22352. (a) The prima facie limits are as follows and shall be applicable unless changed as authorized in this code and, if so changed, only when signs have been erected giving notice thereof:
(1) Fifteen miles per hour:
(A) When traversing a railway grade crossing, if during the last 100 feet of the approach to the crossing the driver does not have a clear and unobstructed view of the crossing and of any traffic on the railway for a distance of 400 feet in both directions along the railway. This subdivision does not apply in the case of any railway grade crossing where a human flagman is on duty or a clearly visible electrical or mechanical railway crossing signal device is installed but does not then indicate the immediate approach of a railway train or car.
(B) When traversing any intersection of highways if during the last 100 feet of the driver's approach to the intersection the driver does not have a clear and unobstructed view of the intersection and of any traffic upon all of the highways entering the intersection for a distance of 100 feet along all those highways, except at an intersection protected by stop signs or yield right-of-way signs or controlled by official traffic control signals.
(C) On any alley.
(2) Twenty-five miles per hour:
(A) On any highway other than a state highway, in any business or residence district unless a different speed is determined by local authority under procedures set forth in this code.
(B) When approaching or passing a school building or the grounds thereof, contiguous to a highway and posted with a standard "SCHOOL" warning sign, while children are going to or leaving the school either during school hours or during the noon recess period. The prima facie limit shall also apply when approaching or passing any school grounds which are not separated from the highway by a fence, gate, or other physical barrier while the grounds are in use by children and the highway is posted with a standard "SCHOOL" warning sign. For purposes of this subparagraph, standard "SCHOOL" warning signs may be placed at any distance up to 500 feet away from school grounds.
(C) When passing a senior center or other facility primarily used by senior citizens, contiguous to a street other than a state highway and posted with a standard "SENIOR" warning sign. A local authority is not required to erect any sign pursuant to this paragraph until donations from private sources covering those costs are received and the local agency makes a determination that the proposed signing should be 20 implemented. A local authority may, however, utilize any other funds available to it to pay for the erection of those signs.
(b) This section shall become operative on March 1, 2001.
Increase of Local Speed Limits to 65 Miles Per Hour
CVC 22357. (a) Whenever a local authority determines upon the basis of an engineering and traffic survey that a speed greater than 25 miles per hour would facilitate the orderly movement of vehicular traffic and would be reasonable and safe upon any street other than a state highway otherwise subject to a prima facie limit of 25 miles per hour, the local authority may by ordinance determine and declare a prima facie speed limit of 30, 35, 40, 45, 50, 55, or 60 miles per hour or a maximum speed limit of 65 miles per hour, whichever is found most appropriate to facilitate the orderly movement of traffic and is reasonable and safe. The declared prima facie or maximum speed limit shall be effective when appropriate signs giving notice thereof are erected upon the street and shall not thereafter be revised except upon the basis of an engineering and traffic survey.
This section does not apply to any 25-mile-per-hour prima facie limit which is applicable when passing a school building or the grounds thereof or when passing a senior center or other facility primarily used by senior citizens. (b) This section shall become operative on the date specified in subdivision (c) of Section 22366.
Decrease Near Children’s Playgrounds
CVC 22357.1. Notwithstanding Section 22357, a local authority may, by ordinance or resolution, set a prima facie speed limit of 25 miles per hour on any street, other than a state highway, adjacent to any children's playground in a public park but only during particular hours or days when children are expected to use the facilities. The 25 miles per hour speed limit shall be effective when signs giving notice of the speed limit are posted.
Decrease of Local Speed Limits
CVC 22358. (a) Whenever a local authority determines upon the basis of an engineering and traffic survey that the limit of 65 miles per hour is more than is reasonable or safe upon any portion of any street other than a state highway where the limit of 65 miles per hour is applicable, the local authority may by ordinance determine and declare a prima facie speed limit of 60, 55, 50, 45, 40, 35, 30, or 25 miles per hour, whichever is found most appropriate to facilitate the orderly movement of traffic and is reasonable and safe, which declared prima facie limit shall be effective when appropriate signs giving notice thereof are erected upon the street.
(b) This section shall become operative on the date specified in subdivision (c) of Section 22366.
Decrease on Narrow Street
21 CVC 22358.3. Whenever a local authority determines upon the basis of an engineering and traffic survey that the prima facie speed limit of 25 miles per hour in a business or residence district or in a public park on any street having a roadway not exceeding 25 feet in width, other than a state highway, is more than is reasonable or safe, the local authority may, by ordinance or resolution determine and declare a prima facie speed limit of 20 or 15 miles per hour, whichever is found most appropriate and is reasonable and safe. The declared prima facie limit shall be effective when appropriate signs giving notice thereof are erected upon the street.
Decrease of Local Limits Near Schools or Senior Centers CVC 22358.4 ((a) (1) Whenever a local authority determines upon the basis of an engineering and traffic survey that the prima facie speed limit of 25 miles per hour established by paragraph (2) of subdivision (a) of Section 22352 is more than is reasonable or safe, the local authority may, by ordinance or resolution, determine and declare a prima facie speed limit of 20 or 15 miles per hour, whichever is justified as the appropriate speed limit by that survey.
(2) An ordinance or resolution adopted under paragraph (1) shall not be effective until appropriate signs giving notice of the speed limit are erected upon the highway and, in the case of a state highway, until the ordinance is approved by the Department of Transportation and the appropriate signs are erected upon the highway. (b) (1) Notwithstanding subdivision (a) or any other provision of law, a local authority may, by ordinance or resolution, determine and declare prima facie speed limits as follows:
(A) A 15 miles per hour prima facie limit in a residence district, on a highway with a posted speed limit of 30 miles per hour or slower, when approaching, at a distance of less than 500 feet from, or passing, a school building or the grounds of a school building, contiguous to a highway and posted with a school warning sign that indicates a speed limit of 15 miles per hour, while children are going to or leaving the school, either during school hours or during the noon recess period. The prima facie limit shall also apply when approaching, at a distance of less than 500 feet from, or passing, school City rounds that are not separated from the highway by a fence, gate, or other physical barrier while the grounds are in use by children and the highway is posted with a school warning sign that indicates a speed limit of 15 miles per hour. (B) A 25 miles per hour prima facie limit in a residence district, on a highway with a posted speed limit of 30 miles per hour or slower, when approaching, at a distance of 500 to 1,000 feet from, a school building or the grounds thereof, contiguous to a highway and posted with a school warning sign that indicates a speed limit of 25 miles per hour, while children are going to or leaving the school, either during school hours or during the noon recess period. The prima facie limit shall also apply when approaching, at a distance of 500 to 1,000 feet from, school grounds that are not separated from the highway by a fence, gate, or other physical barrier while the grounds are in use by children and the highway is posted with a school warning sign that indicates a speed limit of 25 miles per hour.
(2) The prima facie limits established under paragraph (1) apply only to highways that meet all of the following conditions:
(A) A maximum of two traffic lanes.
22 (B) A maximum posted 30 miles per hour prima facie speed limit immediately prior to and after the school zone.
(3) The prima facie limits established under paragraph (1) apply to all lanes of an affected highway, in both directions of travel.
(4) When determining the need to lower the prima facie speed limit, the local authority shall take the provisions of Section 627 into consideration. (5) (A) An ordinance or resolution adopted under paragraph (1) shall not be effective until appropriate signs giving notice of the speed limit are erected upon the highway and, in the case of a state highway, until the ordinance is approved by the Department of Transportation and the appropriate signs are erected upon the highway. (B) For purposes of subparagraph (A) of paragraph (1), school warning signs indicating a speed limit of 15 miles per hour may be placed at a distance up to 500 feet away from school grounds.
(C) For purposes of subparagraph (B) of paragraph (1), school warning signs indicating a speed limit of 25 miles per hour may be placed at any distance between 500 and 1,000 feet away from the school grounds.
(D) A local authority shall reimburse the Department of Transportation for all costs incurred by the department under this subdivision.
Downward Speed Zoning
CVC 22358.5. It is the intent of the Legislature that physical conditions such as width, curvature, grade and surface conditions, or any other condition readily apparent to a driver, in the absence of other factors, would not require special downward speed zoning, as the basic rule of Section 22350 is sufficient regulation as to such conditions.
Added Ch. 11, Stats. 1959. Effective September 18, 1959.
Boundary Line Streets
CVC 22359. With respect to boundary line streets and highways where portions thereof are within different jurisdictions, no ordinance adopted under Sections 22357 and 22358 shall be effective as to any such portion until all authorities having jurisdiction of the portions of the street concerned have approved the same. This section shall not apply in the case of boundary line streets consisting of separate roadways within different jurisdictions.
Maximum Speed Limit on Local Highway Linking Districts
CVC 22360. (a) Whenever a local authority determines upon the basis of an engineering and traffic survey that the limit of 65 miles per hour is more than is reasonable or safe upon any portion of a highway other than a state highway for a distance of not exceeding 2,000 feet in length between districts, either business or residence, the local authority may determine and declare a reasonable and safe prima facie limit thereon lower than 65 miles per hour, but not less than 25 miles per hour, which declared prima facie speed limit shall be effective when appropriate signs giving notice thereof are erected upon the street or highway.
23 (b) This section shall become operative on the date specified in subdivision (c) of Section 22366.
Decreasing Speed Limit on Grades
CVC 22413. Whenever a local authority determines upon the basis of an engineering and traffic survey that the prima facie limit of 25 miles per hour is more than is reasonable and safe on any portion of a street having a grade in excess of 10 percent, the local authority may by ordinance determine and declare a maximum limit of 20 or 15 miles per hour, whichever is found most appropriate and is reasonable and safe. The declared maximum speed shall be effective when appropriate signs giving notice thereof are erected upon the street.
Speed Trap Prohibition
CVC 40801. No peace officer or other person shall use a speed trap in arresting, or participating or assisting in the arrest of, any person for any alleged violation of this code nor shall any speed trap be used in securing evidence as to the speed of any vehicle for the purpose of an arrest or prosecution under this code.
Speed Traps
CVC 40802. (a) A "speed trap" is either of the following:
(1) A particular section of a highway measured as to distance and with boundaries marked, designated, or otherwise determined in order that the speed of a vehicle may be calculated by securing the time it takes the vehicle to travel the known distance. (2) A particular section of a highway with a prima facie speed limit that is provided by this code or by local ordinance under subparagraph (A) of paragraph (2) of subdivision (a) of Section 22352, or established under Section 22354, 22357, 22358, or 22358.3, if that prima facie speed limit is not justified by an engineering and traffic survey conducted within five years prior to the date of the alleged violation, and enforcement of the speed limit involves the use of radar or any other electronic device that measures the speed of moving objects. This paragraph does not apply to a local street, road, or school zone.
(b) (1) For purposes of this section, a local street or road is one that is functionally classified as “local” on the “California Road System Maps,” that are approved by the Federal Highway Administration and maintained by the Department of Transportation.
When a street or road does not appear on the “California Road System Maps,” it may be defined as a “local street or road” if it primarily provides access to abutting residential property and meets the following three conditions:
(A) Roadway width of not more than 40 feet.
(B) Not more than one-half of a mile of uninterrupted length. Interruptions shall include official traffic control signals as defined in Section 445. (C) Not more than one traffic lane in each direction.
(2) For purposes of this section "school zone" means that area approaching or passing a school building or the grounds thereof that is contiguous to a highway and on which is posted a standard "SCHOOL" warning sign, while children are going to or leaving the 24 school either during school hours or during the noon recess period. "School zone" also includes the area approaching or passing any school grounds that are not separated from the highway by a fence, gate, or other physical barrier while the grounds are in use by children if that highway is posted with a standard "SCHOOL" warning sign. (c) (1) When all of the following criteria are met, paragraph (2) of this subdivision shall be applicable and subdivision (a) shall not be applicable:
(A) When radar is used, the arresting officer has successfully completed a radar operator course of not less than 24 hours on the use of police traffic radar, and the course was approved and certified by the Commission on Peace Officer Standards and Training. (B) When laser or any other electronic device is used to measure the speed of moving objects, the arresting officer has successfully completed the training required in subparagraph (A) and an additional training course of not less than two hours approved and certified by the Commission on Peace Officer Standards and Training. (C) (i) The prosecution proved that the arresting officer complied with subparagraphs (A) and (B) and that an engineering and traffic survey has been conducted in accordance with subparagraph (B) of paragraph (2). The prosecution proved that, prior to the officer issuing the notice to appear, the arresting officer established that the radar, laser, or other electronic device conformed to the requirements of subparagraph (D)(ii) The prosecution proved the speed of the accused was unsafe for the conditions present at the time of alleged violation unless the citation was for a violation of Section 22349, 22356, or 22406.
(D) The radar, laser, or other electronic device used to measure the speed of the accused meets or exceeds the minimal operational standards of the National Traffic Highway Safety Administration, and has been calibrated within the three years prior to the date of the alleged violation by an independent certified laser or radar repair and testing or calibration facility.
(2) A "speed trap" is either of the following:
(A) A particular section of a highway measured as to distance and with boundaries marked, designated, or otherwise determined in order that the speed of a vehicle may be calculated by securing the time it takes the vehicle to travel the known distance. (B) (i) A particular section of a highway or state highway with a prima facie speed limit that is provided by this code or by local ordinance under subparagraph (A) of paragraph (2) of subdivision (a) of Section 22352, or established under Section 22354, 22357, 22358, or 22358.3, if that prima facie speed limit is not justified by an engineering and traffic survey conducted within one of the following time periods, prior to the date of the alleged violation, and enforcement of the speed limit involves the use of radar or any other electronic device that measures the speed of moving objects:
(I) Except as specified in subclause (II), seven years. (II) If an engineering and traffic survey was conducted more than seven years prior to the date of the alleged violation, and a registered engineer evaluates the section of the highway and determines that no significant changes in roadway or traffic conditions have occurred, including, but not limited to, changes in adjoining property or land use, roadway width, or traffic volume, 10 years.
(ii) This subparagraph does not apply to a local street, road, or school zone. 25 Methodology

Average Daily Traffic:
Length of Segment: 2,079 ft
Lane Configuration: 2 lanes, landscaped median
Street Classification: Local
D. Existing Conditions
Conditions: Moderate Ped traffic, 60 ft wide, bike lane Roadway Geometrics: completely straight
Comments: Wide street connecting Fulton Ave roundabout to N Ripon Rd. Residential Driveways line the street to the north and south while a large landscaped median runs down the center. Two cross streets run perpendicularly with protected turn lanes. High density of homes, “Safe Route to School”, and bike lanes/on street parking are all factors leading to the recommendation that the speed limit should remain at 35mph.

D. Existing Conditions
Conditions: 60 ft wide, moderate ped volume, bike lane
Roadway Geometrics: Minor curvature from Mohler to Ruess, but straightens out in the eastern section of the road.
Comments: Doak is a relatively wide, 2 lane road with bike lanes on either side that are often used for street parking. There is a high number of adjacent homes and subsequent driveways. There are three roundabouts at the busier intersections of Ruess, Jack Tone, and Vera. These roundabouts serve multiple functions, but for the purpose of this speed survey, they effectively slow traffic to a safe speed without sacrificing efficiency. Doak is a busy road and due to that fact has somewhat high prevailing speed.

Comments: Mohler Rd is a minor arterial road that connects West Ripon Rd and Doak Blvd as well as smaller residential streets in between. The street is relatively low trafficked and long which are contributing factors to why the prevailing speed is so high. There are a few homes lining the street on the Eastern side and a few set back farming properties to the West. Besides that, the adjacent land is undeveloped. It is recommended that the speed limit rises to 40 mph.
Data needs to be redone. Work with county to create a speed zone that tapers down to 35.

Comments: High trafficked section of road, especially during the commuting hours due to motorists using Ripon as a cut through to access HWY 99. Outside of city limits, the speed limit for W Ripon Rd is 45 mph and as such, drivers enter the city limits at that speed. Comments: South Stockton Ave is a street heavily lined with industrial or commercial buildings. Because of this, S. Stockton Ave experiences higher numbers of heavy truck traffic. Alongside the denser truck traffic, S. Stockton connects Doak Blvd with Main St, Second St, and the Main St Overcrossing. There are a small number of homes and residential streets connecting with S. Stockton Ave. The established speed limit of 35 mph is deemed safe and efficient, therefore no change in is necessary.

Comments: An extremely busy stretch of road that connects the Fulton Overcrossing/Wilma Roundabout to W Main St and beyond. There are dozens of driveways that are highly trafficked including the 3 busy business parks, city hall, and the Ripon Christian tennis courts. Due to the number of safety concerns as well as the proximity to the soon to be finished Ripon Christian tennis courts, it is recommended to keep the speed of N Wilma Ave 30 mph.

Street Classification: Major Collector
D. Existing Conditions
Conditions: Moderate Ped Volume, 60 ft wide, no bike lane Roadway Geometrics: straight, leading into a major curve in the North Comments: The stretch of Wilma Ave that is between Canal and the Roundabout is a short, yet busy stretch of road. The adjacent land is residential, commercial and there is a church. The curve leading to Canal Blvd is significant enough that higher speeds can be hazardous for cars making the turn. To that effect, keeping the speed limit at 30 mph is recommended.

Conditions: Moderate Ped Volume, 37 ft wide, no bike lane Roadway Geometrics: Straight, moderate elevation rise and fall over HWY 99 Comments: A heavily trafficked section of road, the Wilma/Fulton OC is one of the three ways that residents can cross over HWY 99. The 35 mph speed limit is an efficient and safe speed for traffic to flow.
The turnouts on to Arc Way, crosswalk at the roundabout, the dramatic elevation changes, and narrow sidewalk are all justifications to keep the limit where it is.
