Ripon, CA 95366
MEMO
To: Honorable City Council
From: Lisa Roos, City Clerk & Finance Director

Subject: Fees for Extra Garbage Services update
RECOMMENDED ACTION:
Adopt a resolution updating the fees for additional customer-requested garbage services.
BACKGROUND:
Chapter 8.12 of the Ripon Municipal Code governs garbage collection and disposal within the City of Ripon. Section 8.12.250 authorizes the City Council to modify rates and establish regulations related to solid waste services, stating:
“For the purpose of carrying out the collection of solid waste in the City, the City Council, may, by resolution, change the rates for services contained in this Chapter, or establish any other rules and regulations necessary to carry out the intent and purposes of this Chapter.”
The City’s garbage fund is an enterprise fund and is operated on a cost-recovery basis.
Customers are charged for typical service through monthly rates, which is approved by the voters through a process defined by Proposition 218. Additional fees are charged for services that may be requested by garbage customers, as defined in the table below.
Type of Service Definition
Go Back When a customer fails to comply with black/green can(s) regulations and we must go back to dump. Examples include the can is not out by 6:00am on the pickup day, a can is overfilled, or the can is not at least 5 feet from any obstruction.
Extra Dump When a customer requests an extra dump of a black or green can.
Extra Can on Extra Dumps When a customer has multiple cans as part of their regular service, and has requested an extra dump in addition to their first can.
Go Back for Green can on Black
Can Day
If a customer requests a go back for their green can and puts it out with their black can for pickup.
Tubbie Dump A request for a temporary 300-gallon can for a maximum of one week.
Interruption of Garbage Service
-- interruption should not be more
than 6 months.
According to Section 8.12.225, a customer can apply for a temporary interruption of service of at least 3 months.
Yard Waste Collection/ Brush Pick
Up
When a customer requests the collection of yard waste outside the City’s free Brush Pick Up Program.
Overloaded Garbage Can If a can is overloaded there may be a surcharge fee.
The last update to these fees occurred in July 2023 when, the City Council adopted Resolution 23-32. This resolution indexed the fees annually to the Consumer Price Index (CPI).
DISCUSSION:
Staff evaluated each of the current fees associated with the services described in the above table to ensure the fee being collected reflects the actual cost of providing the requested service. The table below summarizes the current and proposed fees:

Because these services are directly related to garbage utility costs, staff recommends indexing the fees annually each February to the garbage utility rates approved by the City Council as part of the annual utility rate review process, rather than to the CPI.
