MEMO
To: Honorable City Council
From: Kevin Werner, City Administrator
Date: 02/10/2026
Subject: Stanislaus County Bike Bridge Assistance Agreement RECOMMENDED ACTION:
This resolution approves the Reimbursement Agreement between the City of Ripon and Stanislaus County and authorizes the Mayor to execute the Reimbursement Agreement.
BACKGROUND:
In October 2023, the Stanislaus River Bike & Pedestrian Bridge sustained severe damage during a powerful windstorm, necessitating extensive repairs. Following a comprehensive inspection by a qualified structural engineer, it was determined that a new segment would need to be constructed to replace the damaged section.
The damaged section was replaced and the bridge reopened to the public in July 2025.
The total cost to complete the repair was $562,043, which included consultant to evaluate damage, permit application, environmental review, and the segment replacement. The City submitted a property insurance claim, which covered all of the cost outside of the City’s deductible of $100,000. The San Joaquin Council of Governments (SJCOG) and Stanislaus County each offered to reimburse the City of Ripon for one-third of the deductible amount.
DISCUSSION/ANALYSIS:
On August 5, 2024, the San Joaquin Council of Governments reimbursed the City for about onethird of the deductible ($30,000).
The attached resolution approves the Reimbursement Agreement between Stanislaus County and the City of Ripon, which provides for the reimbursement of one-third of the City’s property insurance deductible to the City of Ripon.
FISCAL IMPACT:
The City has paid all expenses for the repair of the Stanislaus River Bike/Pedestrian Bridge from the General Fund. After property insurance reimbursement and the deductible reimbursement from SJCOG and Stanislaus County, the fiscal impact to the General Fund will be $37,000.
