City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Kevin Werner, City Administrator
Date: 02/10/2026
Subject: Speed Limits Ordinance Amendment
RECOMMENDED ACTION:
Adopt an ordinance amending Chapter 10.10, “Speed Limits,” of the Ripon Municipal Code to update the posted speed limits of five roadway segments, based on the findings of the 2025 Engineering and Traffic Survey (E&TS).
BACKGROUND:
Chapter 10.10 of the Ripon Municipal Code establishes the City’s authority and procedures for setting, maintaining, and updating posted speed limits within city limits. These procedures are based on the requirements outlined in the California Vehicle Code, which mandates that all posted speed limits be supported by a valid E&TS.
The City’s previous E&TS was completed in 2015. In order to maintain the legal enforceability of posted speed limits, a new survey was required. The 2025 E&TS was conducted over a sixmonth period and included the collection and analysis of traffic data from 41 roadway segments throughout the City.
Based on the survey results, City staff is recommending speed limit adjustments for the following five roadway segments:
Fourth Street from S. Stockton Ave. to Dead End – increase from 25 mph to 30 mph Garrison Way from Maple Ave. to Kamps Way – increase from 25 mph to 30 mph Hoff Drive from Colony Rd. to Santos Ave. – increase from 25 mph to 30 mph Parallel Avenue from Reynolds Ave. to E. Main St. – increase from 25 mph to 30 mph Santos Avenue from Hoff Dr. to Frontage Rd. – increase from 25 mph to 35 mph An overview of the 2025 E&TS, along with the recommended changes to the posted speed limits, was presented to the public and the Ripon City Council at the January 2026 City Council meeting. During that discussion, the City Council provided feedback regarding the recommended speed limit for Hoff Drive. While the original recommendation was to increase the posted speed limit to 35 mph, after further discussion and consideration of City Council’s feedback, staff revised the recommended posted speed limit for Hoff Drive to 30 mph.
DISCUSSION/ANALYSIS:
The proposed ordinance amends Chapter 10.10 of the Ripon Municipal Code to incorporate the findings of the 2025 E&TS and update the posted speed limits on the five roadway segments identified above. These changes are consistent with traffic engineering standards and are intended to reflect prevailing traffic conditions while maintaining public safety.
This ordinance all designates the City Engineer responsible for conducting all engineering and traffic surveys to establish, maintain and enforce prima facie speed limits.
Following is the proposed ordinance recommended for first reading and introduction, including the redline changes showing the proposed text changes to the Municipal Code and labeled, “10.10 Speed Limits Amendment Redline”.
FISCAL IMPACT:
The proposed ordinance is expected to have minimal fiscal impact. Costs will be limited to replacing speed limit signage to reflect the approved changes.
