City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Ken Zuidervaart, Planning Director
Date: 02/10/2026
Subject: BaseCamp Environmental, Inc.

RECOMMENDATION:

Approve and authorize the Mayor to execute a Professional Services Agreement with BaseCamp Environmental, Inc. for the provision of on-call environmental consulting services related to private development projects. All costs associated with these services shall be funded through individual reimbursement accounts for the applicable private development projects.

BACKGROUND:

BaseCamp Environmental, Inc. is an environmental consulting firm with extensive experience preparing Environmental Impact Reports, Initial Studies, and other environmental documents for a wide range of project types. These include, but not limited to, urban development and transportation projects; mining operations; recreation and resort development; energy projects; flood protection and water management; street widening and bridge replacement; and communication systems.

BaseCamp Environmental, Inc. has previously provided environmental consulting services for private development projects within the City of Ripon and is familiar with the City’s regulatory framework and procedures.

DISCUSSION/ANALYSIS:

City staff proposes entering into a Professional Services Agreement with BaseCamp Environmental, Inc. to provide environmental consulting services on an as-needed basis, solely at the request of the City and exclusively in connection with private development projects.

Services under this agreement would be performed only upon specific authorization by the City and through written task orders approved by the City and the applicable project applicant. The agreement includes an overall aggregate not-to-exceed amount of $300,000 for the two-year term.

For each private development project requiring environmental services, BaseCamp Environmental, Inc. would prepare a project-specific written scope of work and cost proposal in the form of a task order. No services would commence unless and until the task order, including the scope of work and cost proposal, has received written approval from the project applicant.

Any amendments to an approved task order, scope of work, or cost proposal would likewise require written approval from the project applicant prior to implementation.

The proposed agreement is intended to streamline the City’s processing of private development projects that require elevated levels of environmental review. This approach allows the City to operate under a single professional services agreement while maintaining flexibility for individual project applicants to review, direct, and approve project-specific task orders and amendments, without the need to return to the City Council for approval of each individual project engagement.

FISCAL IMPACT:

There will be no fiscal impact to the City associated with this Professional Services Agreement.

All costs incurred will be fully reimbursed through individual reimbursement accounts established for the applicable private development projects.
