259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Kevin Werner, City Administrator
Date: 02/10/2026
Subject: Short Range Transit Plan
RECOMMENDED ACTION:

LSC Transportation Consultants staff will provide the City Council an overview of the draft Short Range Transit Plan for the planning period of 2026-2036. With input from the City Council, the final Short Range Transit Plan will be presented at a future City Council meeting for action to approve the plan.

BACKGROUND:

The Short Range Transit Plan is the primary justification for federal and state grants for transit operations and capital projects. Federal transportation statutes require that the City of Ripon develop and periodically update their Short Range Transit Plan to meet current and future transit needs. This update will involve evaluating existing services, engagement with the community, and identifying opportunities for improvement to ensure the transit system meets evolving demands.

The City Council approved a professional services agreement with LSC Transportation Consultants, Inc to prepare a Short Range Transit Plan, which included the following tasks:
 Overview of Transit System
 Gather Public Input
 Develop and Analyze Transit Service Changes
 Develop Operations and Financial Plan
 Develop Conceptual Design
