City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Kevin Werner, City Administrator
Date: 03/10/2026
Subject: LSC Transportation Consultants, Inc._Services Agreement Amendment 1

RECOMMENDATION
Approve and authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement with LSC Transportation Consultants, Inc. to attend a City Council meeting in-person and research micro-transit service models as part of the development of the Short Range Transit Plan in the not-to-exceed amount of $4,340 (funding source: Local Transportation Fund required transit set aside - current balance $646,000).

BACKGROUND
The Short Range Transit Plan is the primary justification for federal and state grants for transit operations and capital projects. Federal transportation statutes require that the City of Ripon develop and periodically update their Short Range Transit Plan to meet current and future transit needs. This update involves evaluating existing services, engaging with the community, and identifying opportunities for improvement to ensure the transit system meets evolving demands.

At the September 10, 2024 City Council meeting, Council approved and authorized the Mayor to sign the agreement with LSC Transportation Consultants, Inc. to prepare the Short Range Transit Plan update with a not-to-exceed amount of $72,220.

DISCUSSION/ANALYSIS
As the Short Range Transit Plan process has progressed, additional work was required to ensure the plan fully addressed the City’s needs. This work extended beyond the scope of services identified in the original agreement dated September 10, 2024. Specifically, LSC performed the following additional tasks:
 Attended the February 10, 2026 City Council meeting in person to have a more productive and interactive discussion on the service alternatives with City Council members.
 Researched micro transit service models and cost estimates which are applicable to the City of Ripon. This included coordination and negotiation of a cost estimate with San Joaquin RTD to provide expanded Van Go services.

This additional work equates to 12 additional hours of LSC staff time. To compensate LSC for the services performed, an amendment to the existing agreement is proposed to increase the total contract amount by $4,340, raising the original not-to-exceed amount to a revised total of $76,560.

FISCAL IMPACT
The attached first amendment to the LSC Transportation Consultants, Inc. Services Agreement includes a detailed time and material proposal outlining the tasks as Exhibit A. The cost to complete the work within the proposal is for a not-to exceed amount of $4,340, which will be funded by the Local Transportation Fund required transit set aside – current balance $646,000.
