MEMO

Subject: Professional Services Agreement - T. Mitchell Engineering RECOMMENDED ACTION:
Approve and authorize the Mayor to sign the Professional Services Agreement with T. Mitchell Engineering & Associates to prepare design drawings for upgrades to the compressed natural gas components of the Ripon Fueling Station in the not to exceed amount of $99,330 (funding source: CNG/Fueling Station Maintenance Reserve Fund).
BACKGROUND:
The City of Ripon currently owns and operates the Ripon Fueling Station, which is located adjacent to the new Fleet Maintenance Facility on Doak Boulevard. The Station was originally constructed in 2006 and was primarily intended to serve the needs of the City’s current natural gas-powered vehicles although it is configured for diesel and gasoline fuel as well.
The majority of the City solid waste disposal trucks, sweepers and transit buses are natural gaspowered vehicles. Significant portions of the compressed natural gas system at the fueling station are nearing the end of their useful life and are in need of replacement. In addition, it is desired to transition this facility from its existing high pressure gas service feed to a lower pressure distribution pipeline which is the industry standard for modern natural gas facilities.
DISCUSSION/ANALYSIS:
This project is intended to improve the existing CNG fueling system through the removal and replacement of the existing compressor(s) and gas dryer, installation of a new low-pressure gas service to serve the new compressors, and other improvements needed to complete the system in order to extend the life of the existing CNG fueling system.
Staff received a proposal from the original Ripon Fueling Station design firm T. Mitchell Engineering & Associates to provide the necessary engineering services for the system upgrade, including design preparation and construction oversight. The attached Professional Services Agreement details the full scope of services to be provided by T. Mitchell Engineering & Associates.
The final design bid package is anticipated to be complete in approximately 5-7 months.
FISCAL IMPACT:
The unit price of CNG fuel sold at the fueling station is set to recover the operational costs of delivering natural gas, as well as to fund future capital replacement. The attached Professional Services Agreement with T. Mitchell Engineering & Associates in the not to exceed amount of $99,330 will be funded through the CNG Station Capital Fund. The current balance in the CNG/Fueling Station Maintenance Reserve Fund is $360,000.
