City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Lisa Roos, City Clerk & Finance Director
Date: 05/12/2026
Subject: Donation to the Animal Shelter - Paula M. Carroll Trust RECOMMENDED ACTION:

Accept the distribution from Paula M. Carroll Trust (“Trust”) for the Ripon Animal Shelter and authorize staff to execute all necessary documentation to receive the funds. Staff will return to a future City Council meeting with options for the use of these funds to support and enhance Animal Shelter services.

BACKGROUND:

The Ripon Animal Shelter is responsible for the intake and care of stray, lost, abandoned, and surrendered animals, as well as animals involved in enforcement actions related to local animal control laws. Below is a summary of the day-to-day tasks that are completed by Animal Control staff:
 Spay and neuter lost or abandoned animals before being adopted  Animal licensing
 Caring for animals housed in the shelter, including food, sanitation, and basic veterinary services
 Reuniting lost pets with owner
 Promote adoption or transfer to rescue organization for abandoned or surrendered animals
The Ripon Animal Shelter operates in compliance with state regulations and local ordinances and policies.

DISCUSSION:

In April 2024, the City of Ripon was notified that the Ripon Animal Shelter had been named a beneficiary of the Trust. The City has since received documentation confirming that the distribution of funds to the Ripon Animal Shelter is $507,000.

The Trust does not specify how the funds are to be used. Accordingly, staff recommends that the City Council accept this generous contribution and authorize staff to complete all necessary documentation to facilitate receipt of the funds. Staff will provide the City Council with options for the use of the funds at a future City Council meeting.

FISCAL IMPACT:

There is no fiscal impact with accepting the funds. The Trust does not require a financial match nor any other stipulations that would have a fiscal impact to the City. The fiscal impact can vary depending on how the City Council decides to use the funds, which will be included in the evaluation of options.
