City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Ken Zuidervaart, Planning Director
Date: 05/12/2026
Subject: Professional Services Agreement - Keesey Design - Pereira Subdivision RECOMMENDED ACTION:

Approve and authorize the Mayor to sign the Professional Services Agreement with Keesey Design to provide architectural review services for the Pereira Subdivision Project.

Compensation for services shall be on a time-and-materials basis in accordance with the agreement, in a not to exceed amount of $4,070 for the initial round of architectural review, and a total contract amount not to exceed $15,000 (funding source: JKB Living, Inc. reimbursement account).

BACKGROUND:

The Pereira Residential Development Project is a single-family residential development planned on the property located on the north-east intersection of North Ripon Road and Boesch Drive.

The Project includes the construction of 47 homes along with the various infrastructure improvements to support the development.

The Project was initially approved on March 10, 2020. On February 13, 2024, the City Council approved the Assignment and Assumption Agreement allowing JKB Living, Inc to purchase the Project and land.

DISCUSSION:

Pursuant to the Pereira Development Agreement, approved and executed in 2020, all proposed residential units within the development are required to undergo architectural review by the City of Ripon. In addition to staff review of submitted floor plans and elevations, the City retains a qualified architectural consultant to assist in evaluating compliance with the Development Agreement and applicable design standards. This process ensures adherence to project requirements while promoting high-quality residential design that is consistent with and complementary to the character of the community.

FISCAL IMPACT:

There is no direct fiscal impact to the City. All costs associated with architectural review services for the Pereira Subdivision project will be fully funded by the developer, JKB Living, Inc., through the project’s reimbursement account.
