City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Ken Zuidervaart, Planning Director
Date: 06/09/2026
Subject: City of Ripon Maintenance Facility Parcel Split RECOMMENDED ACTION:
Adopt a resolution approving the division of APN 259-330-15 into three separate parcels and authorizing the recordation of all associated legal descriptions and exhibits.
BACKGROUND:
The City of Ripon owns the property identified as Assessor’s Parcel Number (APN) 259-330-15, consisting of approximately 10.99 acres located on Doak Boulevard. The property currently contains three existing City-operated facilities, including the Ripon Animal Shelter located at 444 Doak Boulevard, the Ripon Vehicle Maintenance Facility located at 250 Doak Boulevard, and the Ripon Fueling Station Facility located at 240 Doak Boulevard.
Currently, all three facilities are located on a single legal parcel. Pacific Gas & Electric (PG&E) recently brought to the City’s attention that the property contains three separate gas service connections associated with the three existing facilities. PG&E has indicated that it is their policy to not allow multiple separate gas service connections on a single legal parcel when the services are intended to serve separate facilities and operations. As a result, the City must establish separate legal parcels corresponding to each of the existing facilities and utility connections.
The proposed action would divide the existing parcel into three separate legal parcels corresponding to the existing City facilities and operational areas. The proposed parcels are identified as follows:
Parcel Address Facility Approximate
Size
Parcel 1 444 Doak Boulevard Ripon Animal Shelter 1.28 Acres Parcel 2 250 Doak Boulevard Ripon Maintenance Facility 7.58 Acres Parcel 3 240 Doak Boulevard Ripon Fueling Station Facility 2.13 Acres The proposed land division is administrative in nature and is intended to establish separate legal parcels for the existing City facilities and utility services. No new development or change in land use is proposed as part of this action.
DISCUSSION:
Staff has reviewed the proposed land division and determined that the proposed parcels are consistent with the City of Ripon General Plan, applicable zoning regulations, and the provisions of the California Subdivision Map Act. The proposed division will allow each existing City facility and corresponding utility service connection to be located on its own legal parcel while maintaining the current operational uses of the property.
The City Council resolution authorizes the division of the property into the three proposed parcels and authorizes the execution and recordation of all necessary legal descriptions, plat exhibits, and associated documents with the San Joaquin County Recorder and/or San Joaquin County Surveyor, as applicable.
The proposed action is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3), the Common Sense Exemption, because it can be seen with certainty that the administrative division of the property will not result in a significant effect on the environment.
FISCAL IMPACT:
There is no fiscal impact.
