City Council

Ripon, CA 95366
MEMO
To: Honorable City Council
From: Lisa Roos, City Clerk & Finance Director
Date: 06/09/2026
Subject: Conflict of Interest Code
RECOMMENDED ACTION:
This resolution amends the City of Ripon’s Conflict of Interest to remove the Deputy City Attorney position as a designated filer.
BACKGROUND:
The Political Reform Act requires local government agencies to review their conflict of interest codes every two years. A conflict of interest code identifies the public officials, employees, and consultants who must disclose certain financial interests by filing a Statement of Economic Interests (Form 700).
In August 2014, staff conducted a comprehensive review of the City of Ripon’s Conflict of Interest Code, and the City Council adopted Resolution 14-54 approving the following changes:
Added the Deputy City Attorney as a designated filer pursuant to Government Code Section 87200 because the Deputy City Attorney assumed additional responsibilities while the City Attorney was out of the area.
Removed the Senior Center Commission and Community Youth Commission as designated filers because their members served solely in an advisory capacity and do not meet the definition of “designated employees” under Government Code 82019.
DISCUSSION/ANALYSIS:
Every two years the California Fair Political Practices Commission requires local agencies to review their conflict of interest codes and verify that all positions involved in making or participating in governmental decisions are appropriately designated.
Staff has reviewed the City’s Conflict of Interest Code and recommends removing the Deputy City Attorney position as a designated filer. The position was added in 2014 due to operational needs that no longer exist, and it is no longer necessary to include the position in the Code.
FISCAL IMPACT:
There is no fiscal impact.
