Subject: Community Center Parking Lot Expansion Project RECOMMENDED ACTION:
Reject the sole bid received from United Pavement Maintenance, Inc. in the amount of $3,108,581 for the Community Center Parking Lot Expansion Project and authorize staff to readvertise the project.
BACKGROUND:
The City advertised the Community Center Parking Lot Expansion Project for competitive bids.
Bids were publicly opened on July 1, 2026 and one (1) bid was received from United Pavement Maintenance, Inc. in the amount of $3,108,581.
DISCUSSION:
Staff reviewed the bid and found it exceeds the engineer’s estimate of $2,257,175 by $851,406.
Pursuant to California Public Contract Code Section 22038, the City Council may reject all bids and re-advertise the project. Staff recommends rejecting the sole bid and re-advertise the contract which may produce a more competitive bid as a result of greater competition.
FISCAL IMPACT:
There is no fiscal impact to re-advertise the project. If the City Council was to award the bid to United Pavement Maintenance, Inc, an additional funding source(s) would need to be identified.
