MEMO
To: Honorable City Council
From: James Pease, Public Works Director
Date: 07/14/2026
Subject: Well 11 - Doak Booster Station
RECOMMENDED ACTION:
Approve the Well 11-Doak Booster Station site Programmable Logic Controller (PLC) replacement from Tesco Controls, Inc. in the not amount of $33,692.00 (funding source: Water Enterprise Capital Fund).
BACKGROUND:
The Well 11-Doak Booster Station and storage tank, located at the corner of Jack Tone Road and Doak Boulevard, are part of the City's non-potable water distribution system. The PLC that automates and controls the operation of the Well 11-Doak Booster Station has reached the end of its useful service life and requires replacement to maintain reliable system operation.
The City's wells and lift stations are currently equipped with Tesco-manufactured PLCs that are integrated into the City's Supervisory Control and Data Acquisition (SCADA) system. Technical support, programming, and system integration services for this equipment are all provided by Tesco.
DISCUSSION:
Staff reached out to Tesco to provide a quote to replace the PLC at the Well 11-Doak Booster Station site. To evaluate available alternatives, staff also requested proposals from two additional automation and systems integration firms.
After reviewing the proposals, Tesco provided the most practical solution. In addition to offering the lowest installation cost, Tesco's replacement is compatible with the City's existing PLC and SCADA infrastructure, allowing for seamless integration with current operations.
The alternative proposals included higher installation costs and would introduce equipment from different manufacturers, resulting in multiple SCADA systems to manage. Although transitioning to a different automation platform may be considered as part of a larger systemwide upgrade, replacing a single PLC at this time with equipment that is fully compatible with the City's existing infrastructure appears the most practical approach.
The attached quote from Tesco details the work necessary to replace the Well 11-Doak Booster Station site PLC, complete the programming and verify communication and SCADA integration.
FISCAL IMPACT:
The total cost of $33,692 to replace the PLC at the Well11-Doak Booster Station will be funded by the Water Enterprise Operating Fund.
