Public Education and/or Prevention
Provide a brief overview/synopsis (a paragraph) of the proposed Project. PLEASE DO NOT COPYAND PASTE TABLES IN FIELD - TYPE INFORMATION IN FIELD.
The Ripon Police Department has seen an increase in the number of DUIrelated collisions over the past years. In order to combat the increase in DUIrelated collisions, the Ripon Police Department is requesting funds from the Cannabis Tax Fund Grant Program. This funding will provide additional DUI-related training to the Ripon Police Department and its officers and conduct DUI saturation patrols. As well as material/trainings to provide local businesses and schools to raise awareness of DUIrelated collisions. Funds will also be used to pay for the overtime to officers who have to backfill the vacancies created when officers attend DUIrelated training. Funds provided by this grant would be used to purchase two (2) Ripon Police Department marked police vehicles which will be used by the Ripon Police Department officers while they are conducting DUIrelated patrols and activities. The vehicles will be used for all DUIrelated patrols and traveling to and from DUIrelated training funded by the grant. The vehicles would be designated and marked with a “DUI Enforcement Vehicle” style decal. This funding will assist the City of Ripon, the Ripon Police Department, its officers, and the citizens with better DUI enforcement, identification, arrest, and prosecution of any and all DUIrelated matters.

5. Problem Statement
Clearly identify the problem/need (Problem Statement) in your local community, which is the reason for requesting grant funds. If applicable, provide recent and high-level statistical data that directly supports the problem/need in your local community. PLEASE DO NOT COPYAND PASTE TABLES IN FIELD - EITHER TYPE INFORMATION IN FIELD OR ATTACH DOCUMENT.
The Ripon Police Department, along with other law-enforcement agencies in the area, have seen a noticeable increase in the number of DUIrelated collisions, and the number of DUI drivers being contacted on the roadways. The city of Ripon is a smaller incorporated city within San Joaquin County. Since 2021, The city averages approximately 169 collisions a year with a small percentage of them being DUIrelated. An average of six collisions were the result of a DUI related offense. Only one of these collisions over the past three years has resulted in a fatality. Ripon has Hwy. 99 directly in the middle of the city. Due to having major truck stops and stores/restaurants we have a high amount of yearround traffic for tourists and travelers.
Statistical Data/Report(s)

6. Performance Measures/Scope of Work (Proposed Solution) Detail EACH Project activity/item below, which will serve as your goals and objectives for the Project. For EACH goal/objective, include estimated timelines (ex: monthly, quarterly), quantitative measurements (ex: reduction of DUI/DUID by %), and resources (Budget Line Items) needed to successfully complete the Project activities with justification detailing how it will enhance/support the Project. NOTE: These goals and objectives must be consistent with the Budget. PLEASE DO NOT COPYAND PASTE TABLES IN FIELD - TYPE INFORMATION IN FIELD.
These documented increases indicate the need for the Ripon police department officers to focus on DUIrelated enforcement. To accomplish this goal, more officers in our agency need to be trained in SFST, A RIDE, and DRE. The money received from this grant would help send officers to the necessary additional training, as well as provide funds to cover the cost of backfill for these officers who are attending training. These funds would also be used to cover the overtime costs incurred by officers attending training.
In addition to the training, the funds would be used to conduct 20 DUI saturation patrols. Five patrols in each quarter of this grant period. Along with two DUI checkpoints. One inQuarter two and one inQuarter four. The funds to staff the saturation patrols would allow an officer to work an overtime shift to focus primarily on DUI enforcement without the need to handle regular calls for service. The patrols would focus on areas within the city limits that have been identified as problem areas or high traffic collision areas. The patrols would focus on enforcement of all vehicle code violations and attempt to identify impaired drivers through proactive enforcement stops.
Due to the current budget, the police department has difficulty managing its aging fleet and keeping patrol cars in working order and available for Patrol. The Ripon police department would also use these funds to purchase one new police SUV and one new police motorcycle which would be primarily used for DUI enforcement, activities, and transportation to and from DUIrelated training. The purchase of these vehicles would ensure officers working grant funded DUIrelated enforcement details would have a marked police vehicle to use.
This grant would also be used to educate school, businesses, and citizens of DUIrelated incidents and ways of preventing such incidents. The goal would be to contact a total of 100 citizens through the educating process mentioned each quarter.
EXAMPLE ONLY
16 DUI Saturation Patrols (Q1 = 4, Q2 = 4, Q3 = 4, Q4 = 4): Aimto reduce DUI/DUID deaths by 10%, which will improve roadway safety in the community.
2 DUI Checkpoints (Q2 = 1, Q4 = 1): Aimto reduce DUI/DUID by 15%, which will reduce the number of impaired drivers in the community.
4 Message Boards for DUI Checkpoints and Educational Messaging (Q1 = Purchase, Q2 = Receive, Q2-Q4 = Use to complete DUI Checkpoints and education): We will utilize the Message Boards to notify the public of an approaching DUI Checkpoint. In between DUI Checkpoints, we will display educational messaging against driving under the influence.
4 Educational Presentations at local high schools (Q1 = 1, Q2 = 1, Q3 = 1, Q4 = 1): Aimto contact at least 100 students each quarter to increase awareness of driving under the influence. The presentations will educate students on the implications of driving impaired.
NOTE: The number of activities listed for each Performance Measure must match the number of activities listed in the Budget.

7. Project Performance Evaluation
Provide the method of evaluation to show Project effectiveness and positive impact(s) on the community. These strategies shall include captured quantitative/qualitative data and a communication plan to share Project results with both internal and external stakeholders. PLEASE DO NOT COPYAND PASTE TABLES IN FIELD - TYPE INFORMATION IN FIELD.
Throughout the period of the grant, the Ripon Police Department will use press releases, social media, and community outreach events to promote and educate the community regarding the project. Some examples of ways to communicate with internal and external stakeholders regarding the project would be to issue press releases or use social media to inform the community about when officers will be conducting extra enforcement activities related to the grant. After the enforcement activities, the Ripon Police Department could use the same communication methods to talk about the outcome of the extra enforcement activities. At the conclusion of the grant cycle, the Ripon Police Department will have statistics available regarding all grant related activities and the enforcement/violations which were documented. A comparison of the number of DUI arrests/collisions compared to the same time as the year prior will indicate the successfulness of the grant activities.

8. Program Sustainability
Describe the plan for reducing reliance on future grant funding. Include a summary and timeframe to continue efforts when grant funds are either not available or significantly reduced. PLEASE DO NOT COPYAND PASTE TABLES IN FIELD - TYPE INFORMATION IN FIELD.
The City of Ripon and the police department are not currently able to fund additional patrols to search for impaired drivers. Additionally, aside from an occasional social media posting regarding impaired driving, the city currently does not have a regular outreach program to educate on the dangers of impaired driving or to discourage impaired driving.
All overtime funding that is currently allocated to the police department budget is reserved for patrol coverage and mandatory training.
The overall departmental goal for impaired drivers is to be able to provide its own funding for saturation patrols for impaired drivers. This will be possible when city revenue increases. The city has plans for additional residential/businesses to go in at various locations in town. This growth will allow for additional revenue streams to fund the city and police department

9. Administrative Support
Describe the administrative support, including the Organization/Agency’s grant experience, personnel, and physical resources needed to successfully complete the Project within the Project Performance Period. PLEASE DO NOT COPY AND PASTE TABLES IN FIELD - TYPE INFORMATION IN FIELD.
The Ripon Police Department is not currently receiving any grant related funds for DUI projects. Ripon has received OTS grants in the past but has not in at least five years. The Ripon Police Department currently has all equipment needed for DUI checkpoints such as markings, cones, lighting and trailers. When additional DUI enforcement vehicle are funded it will greatly assist in the operating of such activities.
A Fulltime traffic officer will maintain all grant material and reporting information.
