Subject: W. Ripon Road Overlay Project Change Order #1
RECOMMENDED ACTION:
Approve Change Order No. 1 for the West Ripon Road Overlay Project to address asphalt quantity overages, striping modifications, reflective pavement markers, and curb ramp reconstruction, in the not to exceed amount of $58,399.04 (funding source: Street and Road Operating Fund).
BACKGROUND:
The purpose of the West Ripon Overlay Project is to complete asphalt surface improvements of West Ripon Road between Jack Tone Road and City limits located near South Highland Avenue by completing the following improvements:
Two-inch asphalt grind and overlay
Deep lift asphalt reconstruction where failure has occurred Thermoplastic striping
Sidewalk repairs
The project was awarded to Knife River Construction at the April 23, 2026 City Council Meeting for an amount of $342,852.
DISCUSSION:
The West Ripon Road Overlay Project has the following contract changes that are recommended to be paid from the Street & Road Operating Fund:
1a. Curb Ramp Removal and Replacement: The contract documents included a line item for $50,000 to be used for sidewalk repairs throughout the project area. Seven additional ADA curb ramps along West Ripon Road and the Jack Tone Road intersection were found to be noncompliant with ADA standards and were therefore reconstructed. This work was not included in the original scope. The total cost related to this work is $84,760.91. The additional cost related to this bid item after adjusting the total cost by the $50,000 that was included in the bid schedule for sidewalk repairs is $34,760.91.
1b. Striping and Pavement Markers: There were minor field changes in the striping plan that removed the northern and western crosswalks at the Jack Tone Road and West Ripon Road intersection, as no pedestrian infrastructure exists at the north-west corner of the intersection.
Also, reflective pavement markers were added to the newly constructed roadway to improve visibility at night. The additional cost related to these changes is $2,750. 1c. Additional Asphalt: The contract documents bid schedule listed a quantity of the asphalt tonnage that was calculated to complete the project. After the project was completed and the actual asphalt tonnage used on the project was known, it was found to have exceeded the amount listed on the bid schedule. The additional cost related to this change is $20,888.13.
FISCAL IMPACT:
The attached Change Order No. 1 is in the amount of $58,399.04 and will be funded through the Street and Road Operating Fund, which currently has a balance of $3.34 million. The amended construction contract amount is shown in Table 1.
