Date: August 11, 2026
Subject: Lennar Homes of California, LLC Reimbursement Agreement RECOMMENDED ACTION:

Approve reimbursement to Lennar Homes of California, LLC, in the amount of $768,092 for the full width extension of Fulton Avenue beyond the Meadowood project’s Conditions of Approval (funding source: Transportation AB 1600 Fund).

BACKGROUND:

At the October 14, 2025 City Council meeting, Council approved Amendment No. 2 to the Subdivision Improvement Agreement between the City of Ripon and Lennar Homes of California LLC, authorizing reimbursement to the developer for the full width extension of Fulton Avenue beyond the Meadowood project’s Conditions of Approval in an amount not to exceed $768,092.

DISCUSSION:

In accordance with Amendment No. 2 to the Subdivision Improvement Agreement, Lennar Homes of California, LLC has completed the full-width Fulton Avenue improvements from the northern boundary of the Meadowood project to the Fulton Avenue/Colony Road roundabout, including all punch list items identified by the City Engineer.

The developer submitted contractor invoices documenting the actual construction costs for the eligible improvements. Staff has reviewed the supporting documentation and verified that the reimbursement request complies with the terms of the agreement. The verified construction cost totals $768,092, which is within the Council approved reimbursement amount.

FISCAL IMPACT:

The reimbursement payment of $768,092 for the Fulton Avenue improvements between the Meadowood project’s northern limits and the Colony Road roundabout will be funded through the Transportation AB 1600 Fund, which has a balance of approximately $3.88 million.
