City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Spencer Schroen, Associate Civil Engineer
Date: 09/08/2026
Subject: Measure K Renewal Cooperative Agreement - Ripon Safe Routes to School Improvements
RECOMMENDED ACTION:

Approve and authorize the Mayor to sign the Second Amendment to Measure K Renewal Cooperative Agreement No. C-22-028 A2 with San Joaquin Council of Governments (SJCOG), extending the agreement term through June 30, 2027, for the Measure K Renewal Smart Growth Incentive Program grant reimbursement awarded for the Ripon Safe Routes to School Improvements Project.

BACKGROUND
The City of Ripon was awarded two grants for the Ripon Safe Routes to School Improvement Project - a Measure K Renewal Smart Growth Incentive Program grant and a Congestion Mitigation and Air Quality (CMAQ) grant. This project includes pedestrian and bicycle safety improvements, as described below:

Second Street – Installation of a Class III bikeway, consisting of signage that identifies a preferred bike route, from South Wilma Avenue to Palm Avenue, and a Class II bikeway, consisting of a painted bicycle lane along the street, from Palm Avenue to South Stockton Avenue. Intersection improvements will also be completed at S. Acacia Avenue, S.

Locust Avenue, and S. Stockton Avenue, including curb extensions to reduce the length of crosswalks and installation of high visibility markers or pavers at these intersections.

These improvements were included in the adopted Downtown Circulation Study Streetscape Improvements Master Plan.

At the April 12, 2022 City Council meeting, Council approved the Measure K Renewal Cooperative Agreement (C-22-028) with SJCOG, which established the terms of reimbursement and the project schedule associated with the $842,252 Measure K Renewal Smart Growth Incentive Program grant.

DISCUSSION
Due to project delays, City Council approved Amendment 1 to Agreement C-22-028 at its November 12, 2024 meeting, extending the term through June 30, 2026.

Further project delays have resulted in the need for an additional extension of the agreement term. The proposed Second Amendment would extend the agreement term from June 30, 2026, through June 30, 2027, allowing additional time to complete the project and receive reimbursement for eligible project expenditures under the Measure K Renewal Smart Growth Incentive Program.

Staff recommends that the City Council approve the Second Amendment C-22-028 A2 and authorize the Mayor to execute the agreement on behalf of the City.

FISCAL IMPACT
The table below summarizes the funding sources for the estimated $1,645,000 of construction cost for the Ripon Safe Routes to School Improvements project:

Funding Sources: Amount
Measure K Smart Growth Incentive Funds $842,252
CMAQ $472,607
City of Ripon
(Streets and Roads Operating Fund) $330,000
TOTAL $1,645,000
