From: Director of Recreation, Kye Stevens
Date: September 3, 2026
Subject: Aquatic Center – New Heater Estimate
RECOMMENDED ACTION:

Approve the estimated invoice cost of $33,525.02, representing the City of Ripon’s 50 percent share of the cost to replace the pool heater at the Ripon Aquatic Center.

BACKGROUND:

The City of Ripon and the Ripon Unified School District (RUSD) have a Joint Use Agreement in place for the operation and shared costs of the Ripon Aquatic Center. Under the agreement, the City and RUSD share the operating and capital costs of the facility equally, with each agency responsible for 50 percent of the approved costs.

The Aquatic Center is governed by a Joint Programming Board consisting of two City representatives and two RUSD representatives. The Board meets to discuss the operation, maintenance, and capital needs of the facility.

Over the years, the City and RUSD have continued to make improvements to the Aquatic Center to maintain and modernize the facility.

In 2017, the entire pool was re-plastered. Improvements to the pool equipment building and the office facing the swimming pool were completed in 2019-20, including replacement of four single doors and two double doors that had deteriorated due to exposure to the pool environment.

In 2023, improvements were made to the locker rooms, including installation of new doors and frames, epoxy flooring, renovated walls, and new toilets, showers, and sinks. The entire facility was also painted as part of the improvements.

DISCUSSION/ANALYSIS:

The pool heater at the Ripon Aquatic Center is in need of replacement. The existing heater has been in service for nearly 25 years and has reached the end of its useful life. At its September 3, City Council

Replacing the pool heater, along with ongoing maintenance and periodic improvements, is necessary to ensure the facility remains safe, functional, and in good condition for continued community use.
