that would like to participate, we do have spaces for altars, as well as a community altar.
• Our Non-Profit Gran Program will officially begin accepting applications on November 1st, this is open to any non-profit that currently provides services to our Riverbank Residents, it can be non-profits or any faith-based organizations. It is similar to our Covid-19 non-profit program it can be used to give mortgage assistance, utility assistance, rental assistance, food assistance, funeral arrangements assistance, all those expenses will be allowable. We have $140, 000 that City Council had set aside, we are looking to distribute that money as much as we can. Depending on the amount of applications, will depend on how much we can give to each grant, we would like to provide at least $20, 000 to each one, but that will depend and be on a first come, first serve basis.

Item 12.2 Council/Authority Member
Councilmember Hernandez- ABSENT
Councilmember Uribe reported on the following:
• Thank you, the city, for participating in the state wide Shake Out event, do not usually abdicate for apps, but did download the My Shake App, its an early warning app, it gave a 20 second heads up warning that some shaking would start to happen. If you do not have the app, would recommend downloading it. • In an effort to advance equality for all, we as a council should discuss and consider removing the invocation and then inviting all faith-based religions to make comments during public comment, we as a city should remain neutral and show that clear separation.
• November 2nd, first meeting for the health fair, have been trying to get this event going, has been difficult after Covid hit, and then we had our amazing Centennial Events, but very excited to get this Health Fair and launch it in April. • November 8", Election Day! Get out and vote!
Councilmember Barber-Martinez reported on the following:
• Walk, Roll and Bike to school event at California Avenue School, it was very successful, believe it was the largest ever participants, that we have seen. Thank you to Sheriffs, Police Services, the teachers, the parents and students. The Safe Kids organization from Doctors Hospital was there, and the collaboration with C.A.S.A. del Rio.
• The Lights on Event at California Avenue, there were about 350 to 375 students were in attendance, lots of activities, food, games, and resource information and thank you to C.A.S.A del Rio and after school advisors for putting that event on. • Attended the presentation on Air Quality in Stanislaus County presented by Valley Improvement Project, there are many reasons why we have poor air quality in our area and I hope to hear more from Valley Improvement Project in the near future.

• Halloween is here and would like to remind everyone to be careful, there is a drug that looks like candy, they are putting in bags even though those bags may be sealed, check your bags because it looks just like candy and I don't want anyone to give it to the kids, and something bad happen.

Item 12.3 Mayor/Chair
Mayor O Brien reported on the following:
• For all those that are building in the City of Riverbank, we expect a high-quality construction of homes we are building, and if there is a consistent call for deficiencies are not being corrected, would like the city staff to recommend a 30- day stop issuing of permits until a substantial portion of the deficiencies are corrected. Spent a lot of time speaking on several occasions with our residents regarding a subdivision that needs attention.
• Would like for PG&E to give City Council a presentation and explain the required timeline to provide power to projects. For Example; we have a project on the east side that's been in planning, construction and development for five years, why when we have construction completed ready for occupancy, we are 30 days out from receiving power.
• Code Enforcement, if there is a code enforcement violation we need to jump on that right away, we have to be consistent. If there is a continual violation, We have to educate and be proactive and adjudicate.
