TUESDAY, NOVEMBER 15, 2022 - 5:30 P.M.
(THE AGENDA PACKET IS ONLINE AT HTTP://wWW.RIVERBANK.ORG/AGENDACENTER) CALL TO ORDER - Vice Mayor / Vice Chair Cal Campbell called the meeting to order at 5:30 P.M.
2. FLAG SALUTE - Vice Mayor / Vice Chair Cal Campbell led the pledge of allegiance.
3. ROLL CALL - A Roll Call of councilmembers was done by the City Clerk.

4. AGENDA CHANGES
No changes to the Agenda.
5. CONFLICT OF INTEREST: Any Council/Authority Member or Staff who has a direct Conflict of Interest on any scheduled agenda item to be considered is to declare their conflict at this time.
6. PUBLIC COMMENTS (No action can be taken)
At this time, members of the public may comment on any item not appearing on the agenda, and within the subject matter junsdiction of the City Council/LRA Board. Individual comments will be limited to a maximum of 3 minutes (or as stated by the presiding Officer) and time cannot be yielded to another person. Under State Law, matters presented during the public comment period cannot be discussed or acted upon.
Vice Mayor Campbell Opened Public Comment at 5:32 p.m.
Brett Delmas, Riverbank Resident spoke in opposition of the proposed Sewer Rate increases. Riverbank is a small community we are small business owners, sole proprietors, teachers, laborers and lots of retired folks. There lots residents' voices that need to be heard, and would disagree with a double in tax.
There being no further public comments, Vice Mayor Campbell closed the Public Comment period at 5:34 p.m.

NEW BUSINESS
Item 7.1 A Resolution to Approve an Employment Agreement Between the City of Riverbank and Cody Bridgewater as Director of Public Works/Interim Riverbank Local Redevelopment Agency Director and Authorize the City Manager to Execute the Agreement - It is recommended that the City Council consider adopting a Resolution which will approve an Employment Agreement with Cody Bridgewater as Director of Public Works.
City Manager Garcia presented a comprehensive Staff Report & Power Point Presentation on the terms of the Public Works/Interim RLRA Director Employment Agreement for Mr. Cody Bridgewater.
Vice Mayor Campbell Opened Public Comment at 5:41 p.m.
Mir. Cody Bridgewater commented on his excitement to start his employment here with the City of Riverbank. Look forward to the days ahead and being able to provide to the city that | currently live in. I've lived here since 2009, Parents graduated from Riverbank High School, grandfather worked in the Riverbank Wastewater Treatment Plant and is actually the person who got me started in wastewater and created that passion within me. I'm happy to kind of walk in his footsteps; I appreciate the opportunity to do that.

There being no public comments, Vice Mayor Campbell brought the item back to City Council.
ACTION: By motion moved and seconded (Uribe / Barber-Martinez 4/0) to approve the consent calendar as presented
Motion carried by unanimous City Council roll call vote:

8. ADJOURNMENT OF THE SPECIAL MEETING
There being no further business, Vice Mayor / Vice Chair Campbell adjourned the Special Meeting at 5:43 p.m. to the next regular scheduled City Council / LRA Meeting of December 13, 2022 at 6:00 p.m
