Item 11.2– CC/LRA – 05/27/2025
RIVERBANK CITY COUNCIL/ LOCAL REDEVELOPMENT AUTHORITY
AGENDA ITEM NO. 11.2
SECTION 11: NEW BUSINESS
Meeting Date: May 27, 2025
Subject: Resolution to Approve an Option for Street Sweeping Services
From: Marisela H. Garcia, City Manager
Submitted By: Tammy Alcantor, Assistant City Manager
Cody Bridgewater, Director of Public Works
Kathleen Cleek, Capital Projects/Regulatory Compliance Mgr.
RECOMMENDATION
It is recommended that the City Council review and approve one of the three proposed options for street sweeping services. Staff recommends approval of option 2A as the preferred course of action.
SUMMARY
On November 12, 2024, the City Manager received a letter from Gilton Solid Waste Management Inc. stating their intent to discontinue providing street sweeping services for the City of Riverbank. In December 2024, the City sent out a Request for Proposal for Street Sweeping Services, which were due by January 21, 2025.
The City received 1 proposal from Sweeping Corp of America (SCA).
Staff has spent the last few months gathering pros and cons and financial information on various options for street sweeping services in Riverbank. The options below are based on sweeping residential streets and roads twice per month, commercial/downtown areas once per week, and parks parking lots twice per month.
The options are as follows:
OPTION 1 – Contract with Sweeping Corp of America
The pros of contracting street sweeping services are that the contractor furnishes all labor, supervision, materials, equipment, fuel, and transportation. The contractor is
Item 11.2– CC/LRA – 05/27/2025
responsible for all maintenance services and costs. Contractor has employed highly qualified experienced drivers and a back up sweeper will always be available.
The cons of contracting out the street sweeping services is the City would have no local control and the yearly costs of services.
OPTION 1 – Contract with Sweeping Corp of America
Year 1 Year 2 Year 3 Total 3 Yr Cost
$250,192.00 $260,199.68 $270,607.67 $780,999.35
OPTION 2A – City Staff with City Purchase Sweeper (One-Time Funds) The pros of sweeping in-house include quicker response time for complaints, missed routes, accidents, or emergencies. There are no additional costs associated with callouts. The sweeper can be utilized for City projects and events at no additional cost. Adding a full-time staff member would also provide additional support in the maintenance shop, reducing, or eliminating the need for part-time help. Higher level of service and attention to detail over outside contractors and approximately half the cost of only responding bidder for RFP.
The cons of sweeping in-house include the need to hire an additional full-time staff member, which increases on-going personnel costs. There will also be higher fuel expenses and an increase in equipment maintenance requirements due to more frequent use. Additionally, there is no backup sweeping unit available, which could present challenges if the primary unit experiences mechanical issues or downtime.
Staff received quotes for sweeper trucks from three (3) vendors, as follows:
Ravo R5-iSeries: $324,448.66
Schwarze Model A4 Storm $334,319.44
Tymco Model 600 $372,152.57
If option 2A is selected by City Council, Staff proposes that we purchase the Tymco Model 600, as it is the same unit that is currently operated by Gilton Solid Waste.
This allows us to take advantage of the wealth of maintenance knowledge and experience that Gilton has with this equipment. Tymco is the leading manufacturer and selected brand in the sweeping industry.
OPTION 2A – City Purchase Sweeper
Year 1 Year 2 Year 3 Total 3-Yr Cost
$507,093.26* $148,434.29 $163,277.72 $818,805.27
*Includes the purchase of the sweeper, a one-time cost.
This option is only $37,800 more than Option 1 for the three-year period.
OPTION 2B – City Purchase Sweeper through a Lease Option
Item 11.2– CC/LRA – 05/27/2025
Lease options included are:
City Purchase Sweeper with a 4-Year Term
City Purchase Sweeper with a 5-Year Term
City Purchase Sweeper with a 6-Year Term
The pros and cons are the same as Option 2A. The only difference would be the costs detailed below:
OPTION 2B – City Purchase Sweeper through a Lease
Term Year 1 Year 2 Year 3 Total 3-Yr Cost
4-Year $234,240.26 $247,734.29 $262,577.72 $744,552.27
5-Year $216,240.26 $229,734.29 $244,577.72 $690,552.27
6-Year $204,440.26 $217,934.29 $232,777.72 $655,152.27
FISCAL IMPACT
The City’s contract with Gilton for street sweeping services is currently at an annual cost of $118,621.68, which is funded through the Gas Tax Fund. In recent years, the General Fund's support for the Gas Tax Fund has continued to increase. Any additional expenditure beyond the existing Gilton contract amount would require further support from the General Fund.
OPTION 1 – Contract with Sweeping Corp of America
Year 1 Year 2 Year 3 Total 3 Yr Cost
$250,192.00 $260,199.68 $270,607.67 $780,999.35
OPTION 2A – City Purchase Sweeper
Year 1 Year 2 Year 3 Total 3-Yr Cost
$507,093.26* $148,434.29 $163,277.72 $818,805.27
*Includes the purchase of the sweeper, a one-time cost.
OPTION 2B – City Purchase Sweeper through a Lease
Term Year 1 Year 2 Year 3 Total 3-Yr Cost
4-Year $234,240.26 $247,734.29 $262,577.72 $744,552.27
5-Year $216,240.26 $229,734.29 $244,577.72 $690,552.27
6-Year $204,440.26 $217,934.29 $232,777.72 $655,152.27

SECTION 11: NEW BUSINESS
Meeting Date: May 27, 2025
Subject: Resolution to Adopt a Facility Rental Fee Waiver Policy for CityOwned Facilities From: Marisela H. Garcia, City Manager
Submitted by: Michael Patton, Parks and Recreation Director
RECOMMENDATION
It is recommended that the City Council adopts a Facility Rental Fee Waiver Policy for City-Owned Facilities.
SUMMARY
Under direction from the City Council, the Parks and Recreation Department has created a policy that would provide the City Manager or the Parks and Recreation Director authority to approve requests for waiver of facility rental fees on city-owned facilities. This policy would eliminate the current practice of all requests having to be presented and approved by the City Council. The policy, its procedures, and other related forms were presented to the Parks and Recreation Advisory Committee on May 21, 2025 for their approval. The committee voted unanimously 5-0 to recommend the proposed policy for approval from the city council.
BACKGROUND
Throughout the year 2024, the Parks and Recreation Department received multiple requests from local nonprofits and organizations to use city-owned facilities to host their community events and fundraisers. In their requests, many organizations requested that the facility rental fees be waived. Since the City does not have an established policy, each request was taken to the City Council for their approval. After so many requests, the City Council provided direction for the Parks and Recreation Department to create a policy that would give city staff the authority to waive facility rental fees within established parameters.
Item 11.3 – CC/LRA – 05/27/2025
The Parks and Recreation Director has prepared a policy that would provide the City Manager or the Parks and Recreation Director the authority to waive facility rental fees for city-owned and operated facilities to nonprofit organizations that benefit the community. The policy includes a fee waiver application for organizations to complete along with their facility rental application to ensure equity and fairness in regards to fee waivers. The policy also includes a limit on how much city staff can waive in a year without approval from the city council. Lastly, the policy includes city staff presenting to the City Council on an annual basis on all of the fee waivers granted and the impact it has had.
The policy was presented to the City of Riverbank Parks and Recreation Advisory Committee. The Advisory Committee approved the policy with a unanimous vote of 5-0.
The policy is now being prepared for city council review and approval.
FINANCIAL IMPACT
There is no financial impact for the city council to approve this policy and procedures.
Waived facility rental fees will place a financial burden on the Parks and Recreation department as rental fees cover overhead costs related to the rental. In past fee waivers approved by the City Council, monies from the General Fund would be transferred to offset this burden. Additional funding has been requested from the department to be made available to dilute this burden.
STRATEGIC PLAN
According to the City’s strategic plan, a goal that is outlined is to ‘promote community partnership’. One strategy to accomplish this goal is to partner with local organizations to provide support to host their community events and fundraisers. These types of partnerships also fulfill the objectives outlined in this goal of ‘support volunteer groups and support community-driven multi-cultural events.’ Implementing this policy allowing city staff to waive fees would eliminate administrative challenges, potential delays, and for the need to have fee waiver items consistently on city council agendas for approval.

WHEREAS, the proposed Facility Rental Fee Waiver Policy outlines clear eligibility criteria, an application process, and documentation requirements to ensure consistency and fairness; and
WHEREAS, approval of this policy will require an annual budget allocation of $7,500 from the General Fund.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Riverbank hereby adopts the Facility Rental Fee Waiver Policy and authorizes the City Manager or the Parks and Recreation Director, or their designee, to approve or deny facility fee waiver requests based on the criteria established therein.
