The road closure information will be posted by Stanislaus County. As this is a county project on their social media pages, as well as their project website. So, for those who would like to follow along, their website is North County Corridor Phase one.

• Thank you to our city staff, who are now street sweeping our beautiful city. We thank the residents for their patience as we learn the routes and find ways to improve the efficiency of this task. With that, we are looking to modify our existing schedule and we'll be running that modified schedule for a few weeks prior to updating and sharing the information to ensure that no further modifications are going to be needed prior to or after that.

• So, in light of Hispanic Heritage Month, this weekend, this Saturday, the Riverbank Sister Cities Subcommittee is going to be hosting our very first Mexican Independence Day fundraiser. We have been working on this for months. I have gained a lot of gray hair from this, feels like I am kind of planning a Quinceanera at this point, right? So, the committee has done amazing work.

Please get your tickets. It's on Eventbrite. Please reach out to me. We are close to selling out, but all of the funds that we do raise that night are going to go to awards for our youth. So maybe we can partner with our Youth Council on that.

We are very excited. We hope it is a successful night, and we hope to do it again next year. So, see you guys there. Reach out to me.

Councilmember Pimentel:
• As a part of Sister City, I have lost my hair! A lot of long nights. • Jessica's house in Modesto is giving tours. They have invited the Council through Brianna Guzman. It is for families who are grieving over the death of a loved one.

If you are interested, please see me.

Councilmember Call:
• So, I have a really short one this time I know it's surprising. Tomorrow is Stanislaus Homeless Alliance meeting in downtown Modesto at 1010 10th Street at 5:30. We've heard a lot of conversation about the unsheltered in our communities. So, I encourage you to go, because there's going to be a comprehensive report to our community regarding homelessness. • I will be giving a public safety presentation on the 23rd of this month. So, for those who have had concerns with this and have brought it to me, I want to bring you something in return. So please pay attention to that meeting.

Item 12.3 Mayor/Chair
Mayor Hernandez:
• There is a public comment made earlier kind of referencing the Basin, the Sub Basin, the Groundwater Sub Basin, and some state management that's in line with some conversations going on with the Basin as a whole. There is, we will bring more information at the next meeting. But there's conversations going on around the management which we all share, but of the East Side of the Basin

Page 8 of 9 ends

CC / LRA Minutes – 09/09/2025
and the West Side of the Basin where we are located. I am paying a little bit of close attention to it, because I foresee there may be some implications on increases in rates. We are still moving forward through all of that, and I appreciate Public Works for being a consistent member of the Stanislaus Tuolumne Groundwater Regional Basin. So, there's more forthcoming on that. I just want to communicate, start planting the seed and communicate with you all. • In the next couple of weeks, we are anticipating some changes in the communication simply put, that happens between residents, SR 911, Police and Fire. We are closely watching that as well as a Contract City and how that may or may not impact us. And so maybe when the changes happen or if they do not, whatever happens, if we could have Chief present a little bit on what those changes may be.
• StanCOG, our Interim Executive Director retired pretty suddenly. So, we are now without an Executive Director at this point. I mentioned I am on the Ad Hoc Committee for that search. So, what we are going to do right now is look at internal candidates and potential external candidates with the consulting firm and other staff member is also on a six week leave. So, there is work moving forward with Stan Cog as a whole, but also the Grand Jury conversation, which is I believe it will be ongoing for quite some time, is also on the move. There is a meeting happening on the 17th next week, and it is public for anyone to attend.

RIVERBANK CITY COUNCIL / LOCAL REDEVELOPMENT AUTHORITY
AGENDA ITEM NO. 9.5
SECTION 9: CONSENT CALENDAR
Meeting Date: September 23, 2025
Subject: Resolution Approving a Memorandum of Understanding (MOU) with Cambridge Academies for the Operation of Sierra House Transitional Housing Facility and Day Use Facility
From: Marisela H. Garcia, City Manager

RECOMMENDATION
It is recommended that the City Council approve a Memorandum of Understanding (MOU) with Cambridge Academies to continue the operations of the Sierra House transitional housing facility and Day Use facility.

SUMMARY
The City and Cambridge Academies have negotiated a renewal of the MOU for services at Sierra House.

STRATEGIC PLAN
While not directly related to the City Council’s Strategic Plan, this item will continue to provide our unhoused residents with necessary services to one day achieve housing on their own.

BACKGROUND
One of the City Council’s strategic priorities over the past number of years has been to create effective solutions and services for the unhoused individuals of our community.

The Riverbank homeless have very limited access to critical services and shelter which could help them exit homelessness permanently. As reflected in the annual Point-in-Time Count, Riverbank has seen an increase year after year of homeless individuals in our community. For many years the City struggled to obtain funding in pursuit of this effort.

With the availability of COVID-19 funding, in 2021 the City was able to begin its efforts to assist our unhoused population. With this funding, Riverbank City Council authorized the purchase of 3344 Sierra St. to serve as a primary location to allow our homeless residents to access services. The City felt that a partnership with Cambridge Academies to provide not only services but a tried and true program to help our unhoused to exit from

Page 2 of 3 ends

Item 9.5 – CC/LRA – 09/23/2025
homelessness would be ideal in our community. The program is designed to be a fully immersive program (known as RESTART) providing services for homeless individuals including job training, transitional and permanent housing placement, addiction referral, counseling, and support.

Each and every part of the program designed by Cambridge has been designed to provide homeless individuals the tools to exit homelessness. A similar program had been in place within the City of Patterson for many years and was highly successful in providing shelter while at the same time helping individuals find employment and permanent housing.

Unfortunately, both the Host House and Naomi’s Place were closed due to lack of funding.

The Riverbank City Council had long desired to have a similar type of project but with slight operational differences to more appropriately serve Riverbank’s homeless population. It is for this reason that staff is recommending continuing to sole source this service from Cambridge Academies as they have pioneered this type of supportive service locally and have proven to be uniquely qualified to provide this service within Riverbank. Riverbank has benefited from the services provided by Cambridge Academies since the initial MOU was approved in 2021.

The attached MOU has similar terms to the original approved in 2021, with the exception that funding for the program is no longer being allocated from the County’s Emergency Services Grant awarded during COVID. It is specifically designed to be as simple and broad as possible given that the scope of services is all inclusive (outreach, education, and operations).

TERMS
• The term of the MOU is proposed for 1 year with an option to extend for an additional year at the discretion of both parties.
• The MOU may be terminated, without cause, by either party upon a 30-day written notice.
• The City’s responsibilities are as follows:
o Provide/Facilitate the funding necessary to serve homeless individuals in the City of Riverbank's area of influence.
o Maintain the Sierra House building to facilitate multiple services to homeless individuals in the City of Riverbank.
o Maintain partnerships with local organizations and facilitate connections to potentially place RESTART-trained individuals in jobs that they might qualify for.
o Provide office space at the facility where services will be provided and access to office equipment (copier, fax machine, laptop). • The responsibilities of Cambridge Academies includes:
o Implement and oversee all aspects of the approved proposal for services to homeless individuals offered at Sierra House, including

Item 9.5 – CC/LRA – 09/23/2025
street outreach/engagement, case management, day support, life transformation classes to Sierra House temporary residents, and overall shelter operations.
o Maintain accurate records and documentation of services, activity participation, and expenses associated with the full operations of Sierra House.
o Submit monthly invoices to the City for reimbursement with contain detailed descriptions of each expense.
o Submit data reports to the City on a monthly basis or as requested. o Hire, train, and manage the staffing needed for the successful operations of Sierra House and the Day Use Facility.
o Purchase and provide materials and supplies (including communication technologies) needed to operate the shelter effectively.
o Provide monthly detailed invoices to the City of Riverbank. o Provide attendance and performance reports to the City of Riverbank as requested.
o Ensure compliance with contract agreements as they relate to the operations and services being provided.
o Shall provide necessary insurance coverages as dictated by the City of Riverbank.

FINANCIAL IMPACT
The Fiscal Year 2025-26 Annual Budget has allocated General Fund revenues for this contract in the amount of $350,203.70. The City has submitted a request to the PLHA Granting office to request grant funding to be allocated to this contract.

AGENDA ITEM NO. 11.1
SECTION 11: NEW BUSINESS
Meeting Date: September 9,2025
Subject: Resolution Approving an Agreement with CivicPlus for Agenda and Meeting Management Software
From: Marisela H. Garcia, City Manager
Submitted by: Gabriela Hernandez, CMC, City Clerk

RECOMMENDATION
It is recommended that the City Council authorize the City Manager to enter into an agreement with CivicPlus for the purchase and implementation of the Agenda and Meeting Management (AMM) Select Pro Premium package, in the amount of $10,200 for the first year with an ongoing annual fee of $6,300 (subject to a 5% annual uplift beginning in year two).

SUMMARY
The City of Riverbank currently manages agenda packets, staff reports, and meeting records through manual processes that are time-intensive and less accessible to the public. Preparation of agendas and minutes is the responsibility of the City Clerk. The proposed software will assist the City Clerk in creating standardized agendas and minutes for all City bodies, including the City Council, Planning Commission, Parks & Recreation Advisory Committee, Budget Advisory Committee, and any future boards or commissions.

Staff is recommending the adoption of the CivicPlus Agenda and Meeting Management (AMM) Select Pro Premium software to streamline the preparation of Council and committee agendas, enhance transparency for residents, and provide efficiencies across multiple City departments.

BACKGROUND
CivicPlus is a leading provider of municipal management solutions, serving more than 12,000 local governments nationwide. The proposed Select Pro Premium package provides the following:
