CC / LRA Minutes - 09/23/2025
Item 13.1 Staff
City Manager Garcia:
• Parks and Recreation is bringing back the floating pumpkin patch this year.

Come pick up your pumpkin straight from the pool, snap some fun photos and create some lasting memories. So, for just $15 per person, you can enjoy the pumpkins, the build your own caramel apple bar, fall crafts, lawn games, and swimming's. All of that is included. The event is happening this Saturday the 27th from Noon to 4:00 p.m.
• Roselle Avenue as many of you have heard, today is scheduled to be closed to through traffic between Claribel and Plainview Road starting Friday, October 3rd for the North County Corridor project. The closure is anticipated to be up for one year, and detours will be in place. Additional information regarding the project and the road closures can be found at North County Corridor Phase 1 and that's the number 1. com under the construction's tab.
• Last week I attended the Stanislaus Community System of Care, which is known as the CSOC meeting. The CSOC oversees the allocation of homeless housing assistance and prevention, or HHAP program funds that are supposed to assist in the creation of permanent housing, provide rental assistance, supportive services and operations for homeless shelters. The State has made a change to the way in which they disperse these funds, and now requires that each entity show improvements in certain areas, such as the number of individuals exiting homelessness to permanent housing. And we've all heard multiple times that there is a lack of permanent housing within our county. So being able to achieve that specific goal may be difficult. Many organizations rely on this funding on an annual basis to provide services, some of which of course, are provided to Riverbank residents directly. And so, while we understand that we need to be held accountable for the use of the funding that we receive, the fact that they have now changed the way in which they disperse the funds where you only receive half of them and you're not guaranteed the second half unless you can show improvements in some specific metrics that the State is requesting. A lot of those organizations are not going to have guaranteed funding. One of the organizations that spoke at this last CSOC meeting was the ACES shelter, which some of our homeless residents do take advantage of every so often because they have a component where if you're discharged from the hospital, you can go there for some respite care until you're sufficiently well enough to go back out to the streets basically, they have funding through January and then they're kind of stuck. So, some of these organizations, while they are not literally located in Riverbank, do serve Riverbank residents. So, the fact that changes are being made at the State level last minute, these are not changes within the contracts that are being made when the funds are being awarded is certainly very disconcerting to those organizations who rely on that funding on an annual basis.

So, I did want to let Council know that information.

CC / LRA Minutes - 09/23/2025
• And then just to comment on today's ribbon cutting, I was honored to be a speaker at the ribbon cutting ceremony for Hope Village, which is the Micro- Home Village located at the Bridge Covenant Church, just walking through the units, impressed by the quality of the work, which goes to all of the efforts being placed by our Planning Department, our Building Department, our Development Services Department to make sure that everything's being done correctly, that it is being done with care, because at the end of the day, the residents who will be at that location will become Riverbank residents, and it will be a place that they can be proud to live in.

Item 13.2 Council/Authority Member
Vice Mayor Fosi:
• I want to also reiterate how wonderful the Hope Village was to see. I want to live in one of the small ones because it's clean and it's pretty and it is brand new, but I hope that we can have more of those type of villages done throughout the City of Riverbank
• Historical Society, we will have our next meeting on Monday, October 13th, 5:30pm at the museum.
• All of us up here pretty much are going to be in Long Beach from October 7th through the 10th. We will be attending the League of California Cities and getting a lot of training and being able to network with a lot of people to find better ways to serve our communities, to serve homelessness, all kinds of stuff. So, 1 am excited to meet people and see all the presentations.

Councilmember Uribe:
• Sierra House has given us an updated donation list so, me and Councilmember Call and one of our members from our Youth Council are going to be putting together a little donation drive to support Sierra House. We are looking forward to partnering with the Youth Council, broaden our reach out there and give the support that Sierra House deserves.
• Sister Cities did hold an event Mexican Independence Day. I think it went well. It was nonstop. I want to give a shout out to Councilmember Pimentel. He was in charge of the guest list, probably one of the hardest jobs / could think of, but it turned out great. We met our fundraising goal, and so me and Pimentel will be there at our next meeting that will be this Friday at 6:30pm. We are also supporting the Museum, so we will be meeting here at 6:30pm on Friday. It is open to the public if you guys would like to come. We will be there supporting the directors as they decide the amounts of the awards that they want to give to the to the students, and also an additional support for the Sheriff's toy drive.

• October 9th yes, we will be at the conference so if you guys are here and happen to be at TJ Maxx / Home Goods ribbon Cutting October 9th, send us pictures so we can shed some tears on the deals that we are probably missing.

Councilmember Pimentel:
• /enjoyed the Sister Cities Mexican Independence Dinner. It is nice to see the community come together and the event was really nice. It was a good turnout. / would like to give a shout out to Arizona. He was very respectful. He stayed till the end. I know that is his job, but he went above and beyond to help clean up because we were exhausted. I'm in my late 50s it was a long night, but we had a good night.

Save the Date for the 32nd International Heritage Festival. It's a family event.

Saturday, October 4th at Graceada Park and / would like to see you there.

Councilmember Call:
• So first / want to just make sure I add in a couple comments on Opportunity Stanislaus, with those addendums, I just want to make sure that or the amendment to the existing MOU. I just want to make sure that collectively it involves all of Council in those amendments to make sure that they are reflective of our Strategic Plan and not what is existing and in place. So that is part of my comment.
• I mentioned it at a couple meetings ago, but the second Wednesday of every month / am at Stanislaus Homeless Alliance in downtown Modesto in their Council Chambers, and I am giving the day use facility statistics, which is over at the Sierra House. So, I wanted to share all of those with you because / share them every month. In the month of August, we did 166 showers and 152 meals served out of the Sierra House day use facility. 110 were men and 56 were women. And then since January 1st, 2025, to this date in August, we have admitted 50 new individuals to the day use facility and admitted means they have completed the HMIS intake form and received services from the day use facility at least once. Some of these individuals may only use the facility once, while others may use it up to five times per week. And then of these 50 individuals, 45 of these 50 are or were experiencing unsheltered homelessness, no minors. 11 of those 50 have some kind of disabling condition. 31 of these 50 were men and 19 were women. I think this goes back to one of our public comments. / would really like to refer her to the Stanislaus Homeless Alliance meetings for an opportunity to speak there. And maybe we can find her some resources.

Item 13.3 Mayor/Chair
Mayor Hernandez:

CC / LRA Minutes - 09/23/2025
• So, the Youth Council met for the first time, and it was great to see the leadership we had them sit at the dais and all of them were brainstorming together and were figuring out ways they saw quickly how conversations can devolve. So, they figured out ways to support each other and staying organized and working through those conversations. So, it was great to sit there with them and just be a fly on the wall during that conversation. They are having their next meeting tomorrow where they are going to solidify their officer positions they each want a position so there are eight different officers, the duties, their schedule for meetings, and I suggested doing a mini strategic planning session so they be setting some goals for the year to come.
• StanCog where do we start so the interim Executive Director has retired and rather unexpectedly, I mentioned in the previous meeting that I'm on the Ad Hoc Committee to look for an Executive Director. So now we are tasked with looking for an interim while we look for the Executive Director but we do have an interim, interim that is a staff member at this point. And so just to give you an idea of everything that is going on with StanCog and some of the stuff we are working through while still working through some of the Grand Jury stuff. So, there was a report or a formal letter in response written, and that investigation is ongoing during the regular meeting so, that is all extracurricular with StanCog during the regular meeting, there was an item where StanCog is a funding agency for transportation dollars at the State and Federal level wanted to apply for their own funds. This was something that is not the norm for this organization and so there were a lot of questions around, do we change the process unexpectedly with about 2 to 3 weeks? I think it was left on the application date so all of a sudden, StanCog, the agency would be a in competition for funds against the nine other cities that that make up our County. Where we were clear, we had many conversations with staff and amongst the policy board that though the project that StanCog wanted to apply for funds for is something that is supported, the process is not something that that could be supported. And so that's where / represented the City at and / just wanted to reiterate that as a point of kind of trying to keep process going fairly and equitably throughout everything that we do. And so that still though, ended up passing and so StanCog is going to be competing for those funds, and we will see how that turns out in October. And that is it, but there is a ton of fun stuff that happened in between.
