12. COMMENTS/REPORTS
Item 12.1. Staff
City Manager Garcia:
• From the City Clerk's office, the nomination period for District 1 and District 3 remains open at this time. Please contact the City Clerk if you are interested in serving your community. • From Parks and Recreation, the Riverbank Night Market is back this Saturday, August 1st, which is from 5:00pm to 9:00pm here in downtown Riverbank. • This Saturday is also our end-of-season pool party at the community pool that is from 8:00pm to 10:30pm. The entry fee per person is $3.
• The final splash tour will be back at Silva Park on Saturday, August 8th and this is a free event for all.
Item 12.2. Council / Authority Member
Vice Mayor Pimentel:
CC / LRA Minutes - 7/28/2026
• I attended the ribbon-cutting ceremony at Sutter Health, and it was really nice to see the people there a great turnout. We've been waiting a long time for that, and it's a bonus for Riverbank.
• A reminder the next few days will be triple digits. So please bring your pets indoors and check on your senior neighbors.
• I want to give a shout-out to the sheriff's department. I came home from work and the sheriffs were in front of my house, and they said, Mr. Pimentel, get out of your car. Do not go into your home. You have an intruder in your home. It was 9:30 at night next to her business. They were really good to me. They pulled me aside, made sure / was safe. And / want to give a shout-out to Deputy Jesus Ortiz. They took drones around the area of the home. They made sure that my home was safe, which I was fine because I have cameras, and they did not go off, but they were so respectful, and they caught the gentleman who was around 23 years old.
He was hiding in the dumpster next door to my home. He had been there to scrap metal from business between our places. But I want to give a shout-out to the Sheriffs because they were very professional and courteous and respectful.
Councilmember Uribe:
• So / want to thank the Budget Advisory Committee for holding their first meeting on July 22nd I want to thank staff for putting that together, supporting the committee. So it's going to be an important process as we work through these real structural budget questions, real structural budget deficits. There are going to be a lot of questions. I was able to watch it live stream.
Thank you, Tammy, for fielding all of my emails the following morning. So, thank you, Tammy, again for your patience. One of those questions actually led to a resolution that you'll be bringing forward. In regard to the General Fund reserve target, which included a provision for the council to review every two years. Looking forward to seeing that come forward. • Blackwater Consulting, feasibility study. Just a quick update from our meeting with Blackwater. They expect to have a final feasibility study by the end of September 2026. So that's their timeline. So we'll keep Council posted as we get more information.
Councilmember Fosi:
• So / did physically attend the Budget Advisory Committee. We have a good selection of people on that committee with a really good balance of knowledge. They stayed awake during Tammy's presentations, which, you know, we are talking finance. It's not exactly the most exciting thing. But they did stay awake and they asked some very pertinent questions. So I'm excited to see where they go and what they can do. One of the comments / made to them was throw everything at the wall and let's see what sticks, because we need something happening.
So that was exciting.
• Also, I just want to let citizens know and understand that complaints to our compliance personnel are complaint-driven. So if you're next to a house, and it smells a lot, or you are out seeing something that's just not right, and it happens consistently, the only way we're going to know about it is if you contact us. We don't have our compliance people going out and looking for these types of things. So please just give us a call. We'll go out and do a courtesy look. If it's nothing, then we'll walk away. But who knows what it could be. My understanding is the location where they went last week was kind of smelly. And maybe if somebody had pointed it out a month or two ago, we could have caught it a little bit earlier. So just know that it's all
CC / LRA Minutes - 7/28/2026
complaint-driven. So, if oh, I drive by that every day, somebody from the city, you'll see it.
That's not going to happen.
• Also, I would like to suggest that we do a workshop on Al data centers. They are a big deal.
They consume a lot of energy and water. And / think we need to talk about those possibly happening here and decide whether we want them to or not.
Councilmember Call:
• So first and foremost, / wanted to assure the public that the City was aware of the Code Enforcement efforts when it came to the County's initiative for unpermitted vendors. We didn't expect to be there as long as we did. That was pretty obvious in the fact that / was in flip-flops, a sweater, and 100 degrees outside, and we were there for three hours, so / didn't expect to get what we did. But / can assure the public that the City did know about these efforts and the ongoing efforts to address these situations.
• Since March, we've collectively, a few of us have asked for a sphere increase or the evaluation of. So again, I'm going to request a resolution of application to initiate sphere of influence amendment and resolution of application to LAFCO for sphere of influence updates. • Yesterday, I was at the Stanislaus Consolidated Fire community input, so they went over strengths opportunities within the department. What we felt was essentially a kind of the biggest threat to the fire department, potentially. And then the thing that we appreciated most about what they're doing. I will say I'll share my answer publicly. It was drop boundaries. / think that that has been a godsend to our community with the railroad tracks and the station being downtown. So, having the ability for that naval firehouse to come into crossroads, I feel like it has been a key to the safety of our community.
• The next Nondistrict East ad hoc committee is August 6th. So we finally have another one on the books, which I'm super excited about.
• And then lastly, I think as council members, we make a lot of hard decisions up here, and there are a lot of parts of us that we don't get to share. So / do speak Spanish, and I think that I have not been forthcoming with that information. So, thank you for allowing me to do that.
Item 12.3. Mayor / Chair
Mayor Hernandez:
• It's been slow for some of the formal meetings, like Stan Cog. I did go to a Stanislaus RTA meeting, which is our Regional Transportation Authority, which I sit on the board of. We went over the potential cuts which I've mentioned before, before you all. So I'll continue to keep you apprised of all of those.
• I have visited various local businesses to have conversations around what permitting has looked like, the amazing support from our Development Department, and everyone speaks highly of the team. I attended the LOVE RIVERBANK 4th of July event, which was even better this year. As a second year, I think they had over 200 participants there, and it was truly what makes the City great.
CC / LRA Minutes - 7/28/2026
• I've attended the Market, which we were not able to attend this final meeting of, but / know they know that we are supportive of them.
• I met with folks at different non-profits like El Concilio. One of their staff is part of the Latino Leadership Initiative through City Ministry Network, and they approached me to potentially have a conversation with everyone about an Immigrant Rights program. So / encouraged her to come present to the Council, and maybe we will see some sort of public comment or presentation on that if she's ready.
• I attended our monthly Mayor's dinner in Waterford with eight of the nine mayors, which is exciting.
• / was invited and attended, with our Councilmember Fosi a funeral for the beloved Judy Hardy, who was an integral part of our Historical Society. So thank you for the invitation. • I caught a ride down to Southern California with the Stockton City Councilmember to attend, NALEO which is a National Association of Latino Elected Officials. It was my first time attending. Another nonprofit, they graciously sponsored my registration, so it was a great time to be able to connect with both state and local elected officials, Latino elected officials, but it's similar conversations. It was about Data Centers. It was about protecting immigrants and our residents. It was about development and housing and just having the space to be able to ecoanize how some of our communities are maiority Latino, and how the different solutions that happen across jurisdictions. So it was a great conference.
