City Council Memorandum
TO: HONORABLE MAYOR AND CITY COUNCIL DATE: August 14, 2007 FROM: PUBLIC UTILITIES DEPARTMENT ITEM NO: 47
WARD: ALL
SUBJECT: PARTICIPATION IN ENERGY EFFICIENCY AND CONSERVATION PROGRAMS
ADMINISTERED BY SOUTHERN CALIFORNIA PUBLIC POWER AUTHORITY SCPPA)
ISSUE:
Riverside Public Utilities ( RPU) wishes to participate in various energy efficiency and conservation programs administered by Southern California Public Power Authority ("SCPPA"), in order to promote energy conservation and efficiency to RPU customers.
RECOMMENDATIONS:
That the City Council:
Approve Riverside Public Utilities' participation in energy efficiency and conservation programs administered by Southern California Public Power Authority (SCPPA) and authorize the City Manager, or his designee, to execute all necessary documents for participation in such SCPPA program,
2. Authorize expenditures for such approved SCPPA energy efficiency and conservation programs from budgeted Public Benefits funds, with the amount authorized for each program not to exceed $ 100, 000 annually; and
3. Approve an expenditure of $160, 000 from the Low- Income Refrigerator Program Account No. 6020100- 456062.
STAFF/ COMMISSION RECOMMENDATIONS:
The Board of Public Utilities approved this item at its regular meeting on June 1, 2007.
BACKGROUND:
Southern California Public Power Authority ( SCPPA) is a Joint Powers Authority formed under the Joint Powers Act of the California Legislature in 1980 with 12 public power agencies as members.
The City, through RPU, has been a member since its inception. David Wright, RPU General Manager, is the current president of the SCPPA Board of Directors, and staff participates in various SCPPA committees and working groups. SCPPA finances the construction or acquisition of power 47-1
Council Memorandum • Page 2
plants and transmission lines, and issues tax- exemptrevenue bonds to finance such projects.
RPU currently offers energy conservation and efficiency rebate and incentive programs for its customers, including rebates and incentives. Some of the various rebate programs RPU offers to its residential and commercial customers are: Energy Star, Tree Power, Air Conditioning, Lighting, New Construction, and Weatherization. In addition to rebates, RPU also provides low- income programs like SHARE, a bill assistance program, and We Care, a weatherization program for low- income and senior residents.
Through an agreement with SCPPA, RPU will be able to provide a wide range of services, like those mentioned above, as well as others like: direct install energy efficiency lighting programs, small and medium commercial business energy efficiency audits, low- income energy efficiency audits and giveaways, and various pilot projects designed to promote energy efficiency.
Riverside has participated in the following SCPPA administered programs:
Global Energy Decisions Market Forecasting
Innovative Energy Technologies Program ( Ice Energy, UCR, Gridpoint) Energy Controls & Concepts Energy Efficiency Audits & Direct Installs California Climate Action Registry Certification ( Ryerson Masters) California ISO and Power Trading Training (Resero, Oxford Princeton, Phoenix Consulting, The Structure Group)
Hoover Automated Generation Control ( WAPA)
Moody's KMV Credit Ratings - Expected Default Frequencies Apogee Interactive Internet Content
Navigant Local Resource Capacity Study
In addition to these programs, SCPPA is in the process of developing other programs which promote energy efficiency and conservation to electric customers. SCPPA is able to negotiate product and service agreements on behalf of member agencies with vendors to provide programs that fit within the Utility's goals. This arrangement allows the member agencies the ability to provide a wide array of services to its customers. Further, because of the volume that SCPPA can deliver, SCPPA is able to negotiate terms and conditions from vendors which are more advantageous than RPU can.
One current program that SCPPA offers to member utilities is to provide a new, energy efficient refrigerator to low- income families and recycling the old, inefficient unit at no cost to the resident.
This program, through SCPPA, will allow RPU to provide a cost efficient program to qualifying customers.
SCPPA selects vendors and consultants through a competitive selection process. The City's purchasing requirements ( Resolution 21182, Section 201(f), ( h) and ( i)) allow exceptions to normal City procurement methods, where cooperative purchasing ( commonly known as " piggy- backing") or joint procurement is available.
It is proposed that the City Council approve RPU's participation in energy conservation and efficiency programs administered by SCPPA, and authorize the City Manager to execute any documents needed for such participation. RPU would still offer the same rebates and incentives to customers, but the actual programs may be administered by SCPPA, not by RPU staff. All expenditures under such programs are subject to Board and/or City Council approval. 47-2
Council Memorandum • Page 3
FISCAL IMPACT:
Participation in SCPPA programs through the Public Benefits Committee will come from the Public Benefits funds accounts. As participation in SCPPA programs is on a voluntary basis, staff does not have an accurate annual fiscal impact; however, staff anticipates annual participation in SCPPA programs to be $100, 000 to $300, 000 annually. Each project will vary based on the needs of our customers and the technology available. Any increase in budgeted account funds will be transferred in accordance with the City Manager's authorization between already budgeted Public Benefits Program accounts.
The Low- Income Refrigerator Program will cost $ 160, 000. Funds of $80, 000 are available in the Public Utilities Low- Income Refrigerator Program Account No. 6020100- 456062 and the additional 80, 000 will be transferred from the unprogrammed fund balance in accordance with the City Manager's authorization between already budgeted Public Benefits Program accounts.
