BACKGROUND:
The Community Development Block Grant (CDBG), as a part of the United States Department of Housing and Urban Development (HUD), provides annual funding to local entitlement communities for a wide range of programs, such as infrastructure, affordable housing, and economic development.
On September 15, 2020, the City Council approved and appropriated the recommendations from the Community and Economic Development Department of CDBG funding for the Program Year 2020/21.

STRATEGIC PLAN ALIGNMENT:
This Project aligns to Strategic Priority No. 6 – Infrastructure, Mobility and Connectivity and Goal No. 6.2 – Maintain, protect, and improve assets and infrastructure within the City’s built environment to ensure and enhance reliability, resiliency, sustainability, and facilitate connectivity.
It also aligns with each of the Cross-Cutting Threads as follows:
Community Trust – Riverside is transparent and makes decisions based on sound policy, inclusive community engagement, involvement of City Boards & Commissions, and timely and reliable information. Activities and actions by the City serve the public interest, benefit the City’s diverse populations, and result in greater public good.
Equity – The Department of Urban Housing Development (HUD), in partnership with the City of Riverside through the CDBG Program, strives to invest in low-income communities by utilizing CDBG Funds to construct transportation improvements in disadvantaged communities.
Fiscal Responsibility – Riverside is a prudent steward of public funds and ensures responsible management of the City’s financial resources by awarding construction contracts to the lowest responsive and responsible bidders.
Innovation – This project exemplifies established methods of street improvements, and no innovative practices were advanced. Riverside is inventive and timely in meeting the community’s changing needs and prepares for the future through collaborative partnerships and adaptive processes.
Sustainability & Resiliency – CDBG Projects ensure that underdeveloped communities progress and persevere. Investing in infrastructure creates resiliency for our residents. This project will make the street safer and more resilient by adding missing sidewalk segments and new streetlights.
