RECOMMENDATION:
That the City Council approve a purchase order with Dooley Enterprises, Inc., of Anaheim, California, for the purchase of various types of Police Department authorized ammunition in the amount of $61,183.68.
BACKGROUND:
The Riverside Police Department equips its officers with firearms to address the risks posed to the public and department members by violent and sometimes well-armed persons. Officers may only use firearms and ammunition that meet agency authorized specifications, approved by the Chief of Police.
All officers are required to train bi-monthly with their duty weapon and annually with their off-duty weapon and secondary weapon on an approved range course. In addition to regular training schedules, officers complete annual practical training designed to simulate field situations and quarterly training and qualification for patrol rifles.
On September 21, 2021, the City Council awarded Bid No. 7860 to Dooley Enterprises, Inc., of Anaheim, California, for the purchase of various types of Police Department authorized ammunition in the amount of $51,732.38 and authorized the City Manager or his designee to execute any purchase orders, agreements, and other documents effectuating the purchase.
DISCUSSION:
The Police Department is in need of additional ammunition. Ammunition for Police Department’s use is carefully evaluated and selected for desired performance characteristics and reliability of function under a wide range of conditions. Purchasing carefully selected product numbers for both duty and training ammunitions from a single manufacturer for a specific caliber ensures that the Departments specific needs are met. After careful evaluation, the Police Department has determined that Winchester Ammunition meets the specific needs of the Department for Department issued handguns and patrol rifles.
Dooley Enterprises, Inc. is the authorized, sole source, law enforcement distributor for Winchester Ammunition in the State of California which enables them to meet the supply demands of the Police Department in a timely manner and offer a law enforcement exclusive pricing structure that is less than the commercial price for ammunition. Additionally, the location of Dooley Enterprises, Inc. allows the Department to pick-up the ammunition eliminating freight and delivery charges.
For these reasons, the City has determined that Dooley Enterprises, INC. meets the requirements of Purchasing Resolution 23812, Section 602(d) which states that “Competitive Procurement through the Informal Procurement and Formal Procurement process shall not be required in any of the following circumstances: When the Procurement can only be obtained timely from a single source and the Manager is satisfied that the best price, terms and conditions for the Procurement thereof have been negotiated.” The Police Department is requesting authorization to purchase ammunition for the Department’s use from Dooley Enterprise, Inc., in the total amount of $61,183.68 The Purchasing Manager concurs that the recommended action complies with Purchasing Resolution No. 23812 Section 602(d).
