FROM:

HONORABLE MAYOR AND CITY COUNCIL

OFFICE OF THE MAYOR
DATE: MARCH 8, 2022
WARDS: ALL
SUBJECT: AN MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF

RIVERSIDE, CALIFORNIA BAPTIST UNIVERSITY AND STANLEY PREP (AN

AMERICAN EDUCATIONAL FIRM SPECIALIZING IN GLOBAL OUTREACH) TO

ENHANCE RELATIONSHIPS BETWEEN THE USA AND SOUTH KOREA WITH

VOLUNTARY ONE-TO-ONE MEETINGS WITH CITY EMPLOYEES WHOSE POSITIONS ALIGN WITH VISITING 'FELLOWS'.

ISSUE:

Approve a Memorandum of Understanding (MOU) with California Baptist University and Stanley Prep to implement their Government Fellow Program with the City of Riverside. Participants in this program are from various governmental levels in South Korea who hope to gain first-hand experience and conduct research on the different ways to approach issues by conversing with American counterparts. This research will allow governmental fellows to make improvements to their own systems upon their return home and forge stronger international bonds of understanding and friendship.

RECOMMENDATIONS:

That the City Council:

1. Approve the Memorandum of Understanding with California Baptist University and Stanley Prep, which will remain in effect only during Mayor Lock Dawson's term of office and is coordinated through the office of International Relations to implement a program of voluntary goodwill exchanges between visiting CBU "Fellows" and their close counterparts within the City of Riverside; and

2. Authorize the City Manager, or his designee, to execute the Memorandum of Understanding for a Cultural Exchange Program.

BACKGROUND:

In the fall of 2021, the City of Riverside (Office of the Mayor) was contacted by Dr. Larry Linamen, Vice President for Global Initiatives for California Baptist University (CBU), about the possibility of working on an exchange program with Stanley Prep to create a Government Fellow Program, whereby the City of Riverside could enhance friendly relationships with South Korea.
