BACKGROUND:
The Department of Homeland Security (DHS) oversees the State Homeland Security Program (SHSP) grant, which prepares the nation for the threats and hazards that pose the greatest risk to the security of the United States. The 2021 SHSP framework is based on recent years in which the United States faced unprecedented natural disasters, such as massive wildfires across California. In addition to these natural disasters, the United States also responded to multiple incidents over the years as part of the evolving threats, including terrorist attacks against municipalities, and mass casualty events. The purpose of State Homeland Security Program is to provide federal funds to states to support local municipalities.
