ISSUES:

Approve the First Amendment to the Service Agreement with H.E.R.O.S., Inc., of Chandler, Arizona, increasing the compensation by $21,418.54 for a total amount of $147,159.39 for the overhaul of one Police Department helicopter Gearbox and Turbine, including parts and labor and extending the term to September 30, 2022.

RECOMMENDATIONS:

That the City Council:

Approve the First Amendment to the Service Agreement with H.E.R.O.S., Inc., of Chandler, Arizona, increasing the compensation by $21,418.54 for a total amount of $147,159.39 for the overhaul of one Police Department helicopter Gearbox and Turbine, including parts and labor and extending the term to September 30, 2022; and Authorize the City Manager, or designee, to execute the First Amendment to the Service Agreement with H.E.R.O.S., Inc., of Chandler Arizona, including making minor and non-substantive changes.

BACKGROUND:

The Riverside Police Department (RPD) Aviation Unit provides aerial support for ground operations in observing, preventing and interdicting criminal activity. The fleet consists of two McDonnell Douglas helicopters. During a recent inspection of one of the helicopters, it was determined that the Gearbox and Turbine both needed an overhaul.

On October 26, 2021, the City Council approved a Service Agreement with H.E.R.O.S., Inc, of Chandler Arizona, in the total amount of $125,740.85 for the overhaul of one Police Department helicopter Gearbox and Turbine, including parts and labor.

DISCUSSION:

The Police Department received a quote from H.E.R.O.S., Inc. for the replacement parts and labor needed to proceed with an overhaul of the gearbox and turbine of one of the Department helicopters. The total cost for this work was estimated to be $125,740.85. However, once H.E.R.O.S, Inc., took possession of the equipment and conducted a more in-depth inspection, it was determined that there would be some additional costs.

The original quote estimated using customer supplied Stage 1, Stage 2, Stage 3, and Stage 4 Turbine Wheels but, upon further inspection, it was determined that replacing all four Turbine Wheels would be required. Replacing all four Turbine Wheels now helps prevent increased parts and labor costs during future scheduled and unscheduled maintenance of the engine. Additionally, the 4th Stage Nozzle was determined to be unusable and required replacement and there were general cost increases from the time of the original quote. The final cost of the work is $147,159.39.

Parts will be purchased in accordance with Purchasing Resolution No. 23812, Section 602(e) - The Acquisition of Goods which states, “Competitive Procurement through the Informal Procurement and Formal Procurement process shall not be required.… When the Procurement consists of replacement parts for the City’s vehicles and aviation units, and other motorized Fleet related equipment.” The labor will be completed in accordance with Resolution 23812, Section 702(e) The Acquisition of Services which states, “Competitive Procurement through the Informal Procurement and Formal Procurement process shall not be required.… When the Procurement consists of services needed for the replacement parts for the City’s vehicles and aviation units, and other motorized Fleet related equipment.” The Purchasing Manager concurs that this purchase is compliant with Purchasing Resolution No. 23812, Section 602(e) and 702(e).

STRATEGIC PLAN ALIGNMENT:

This item contributes to Strategic Priority No. 2 Community Well-Being and Goal No. 2.4 – Support programs and innovations that enhance community safety, encourage neighborhood engagement, and build public trust.

This item aligns with each of the five Cross-Cutting Threads as follows:

Community Trust – The proposed maintenance of the Police Department helicopter will allow the Department to continue to use the asset to support the RPD Aviation Units primary purpose to provide aerial support for ground operations in observing, preventing, and interdicting criminal activity.

Equity – The RPD provides public safety services to all residents in the City of Riverside with support of the Aviation Unit. The proposed helicopter maintenance will allow the Department to continue to provide aerial support of which every member of the community will share in the benefits.

Fiscal Responsibility – The Police Department has weighed the benefits of providing aerial support to the City against the cost of the proposed overhauls and determined the cost to be reasonable and fiscally responsible. The proposed helicopter maintenance is necessary for the Police Department to maintain the current level of public service.

Innovation – Aviation units allow the Department to be inventive and timely in meeting the community’s changing needs and provides the Police Department with an additional tool to provide public safety services to the community.

Sustainability & Resiliency – The proposed helicopter maintenance will allow the Police Department to continue to provide aerial support. The ability for the Police Department to use this valuable tool will help the City persevere, adapt and grow as the needs of the community change.

FISCAL IMPACT:
