City Council Memorandum
TO: HONORABLE MAYOR AND CITY COUNCIL DATE: MARCH 22, 2022 FROM: PUBLIC WORKS DEPARTMENT WARD: 1
SUBJECT: REMOVAL OF 90-MINUTE PARKING AND TIMED NO STOPPING ZONES AND ESTABLISHMENT OF A 30-MINUTE PARKING ZONE ON MARKET STREET – RESOLUTION ISSUES:

Removal of the adopted 90-Minute and Timed No Stopping zones on the west side of Market Street between Fifth Street and Sixth Street from the Master Parking Schedule and establishment of a 30-Minute Parking At All Times zone on the west side of Market Street from 50 feet south of Fifth Street to 88 feet southerly thereof.

RECOMMENDATIONS:

That the City Council adopt a resolution to:

Remove the adopted “90-Minute Parking between the hours of 9:00 a.m. to 5:00 p.m. except Saturday, Sunday, and holidays” zone on the west side of Market Street from Fifth Street to Sixth Street; Remove the adopted “No Stopping between the hours of 10:00 p.m. to 4:00 a.m. Daily” zone on the west side of Market Street from Fifth Street to Sixth Street from the Master Parking Schedule; and Establish a “30-Minute Parking at All Times” zone on the west side of Market Street from 50 feet south of Fifth Street to 88 feet southerly thereof.

BOARD RECOMMENDATIONS:

On November 4, 2020, the Transportation Board (Board) reviewed a proposal to remove the adopted 90-Minute Parking zone and establish a 30-Minute Parking zone on the west side of Market Street from Fifth Street to Sixth Street; eight of nine members were present. The Board voted unanimously to recommend removal and establishment of parking zones on the designated segment of Market Street as proposed.

BACKGROUND:

The City works with residents and local businesses to establish various time restricted parking or stopping zones. Time-restricted parking or stopping zones are utilized to control parking availability or restrict stopping and may help minimize safety, noise, or other concerns generated by parking or stopping during specific times of the day.

Establishment of time-restricted parking or stopping zones traditionally requires submission of a petition from immediately impacted residents or businesses showing support from a minimum of 75% of tenants or owners for the proposed time-restricted parking or stopping zones. However, the petition criteria method is usually implemented for residential streets which have direct driveway access to residential homes. Since this segment of Market Street does not have any abutting residential driveways and is not classified as a residential street, the petition criteria method was not utilized for this request. Instead, City Staff coordinated with Hampton Inn staff only as the parking zone changes were limited to the hotel business street frontage only. Once Hampton Inn staff was notified, the proposal was scheduled for consideration by the Transportation Board for recommendation to the City Council regarding the matter.

DISCUSSION:

The Public Works Department previously received a request from the Hampton Inn Riverside Downtown located at 3505 Market Street to remove the adopted 90-Minute Parking zone and establish a 30-Minute Parking zone at the frontage of their facility along Market Street south of Fifth Street. The change would provide more frequent turnover of available short-term on-street parking and better serve patrons picking up food from the Hampton Inn’s restaurant located on the first floor of the hotel. The 30-Minute Parking zone is also comparable to the zone previously established at the frontage of the nearby Riverside Food Lab for restaurant to-go pick-ups, and short-term patron use and no other businesses in the immediate area are anticipated to be impacted.

Removal of the existing adopted No Stopping zone from the Master Parking Schedule is also necessary to accurately reflect parking restrictions proposed for the street segment.

STRATEGIC PLAN ALIGNMENT:

This proposal supports Strategic Priority 2 – Community Well-Being and Goal 2.4, to “Support programs and innovations that enhance community safety, encourage neighborhood engagement, and build public trust.” It also aligns with each of the five Cross-Cutting Threads as follows:

Community Trust – The proposed parking changes are directly responsive to Hampton Inn Riverside’s request to establish more frequent turnover of on-street parking in support of the restaurant’s needs for higher turnover of parking for pick-up food delivery services. The Traffic Engineering team responded to the proposed changes to address the needs of the community.

Equity – The proposed 30-Minute Parking restriction is intended to provide short-term parking for patrons picking-up food from the Hampton Inn’s first floor restaurant. The proposed zone is also consistent with the existing adopted 30-Minute Parking zone on the west side of Market Street south of Sixth Street adjacent to the Riverside Food Lab which is utilized for similar purposes. City staff will continue to work with all businesses should any concerns arise.

Fiscal Responsibility – Short-term parking restrictions are a cost-effective measure to regulate the turnover of on-street parking and provides needed short-term parking availability in the busy Downtown area.

Innovation – This project is neutral towards this cross-cutting thread.

Sustainability & Resiliency - The 30-Minute Parking zone will promote the availability of short-term on-street parking for patrons of the Hampton Inn and other nearby businesses in the busy Downtown area while encouraging long term parking to utilize the nearby garages and pay parking zones. This practice can reduce circulation and vehicle emissions in the Downtown area.

FISCAL IMPACT:

There is no cost associated with this action, as the contractor for the Hampton Inn Riverside Downtown has removed prior parking restriction signage and installed new 30-Minute Parking signs within the street segment.
