RECOMMENDATIONS:

That the City Council:

Approve title changes for the existing Utilities Substation Test Technician, Utilities Senior Substation Test Technician and Utilities Substation Test Supervisor classifications; and Adopt a resolution authorizing an amendment to the Master Fringe Benefits and Salary Plan to approve the title changes for the existing Utilities Substation Test Technician, Utilities Senior Substation Test Technician and Utilities Substation Test Supervisor classifications.

DISCUSSION:

The Public Utilities Department submitted a request to remove the reference to “substation” from the classification title for the Utilities Substation Test Technician, Utilities Senior Substation Test Technician, and the Utilities Substation Test Supervisor classifications. A review of the City’s approved market basket agencies supports removal of “substation” from the title to more clearly indicate that the test technicians perform testing, maintenance, and repair on various other electrical equipment, which in addition to substation apparatus includes protective relays, supervisory controls, and other systems and networks. Additionally, the content of these classifications was modified to remove outdated verbiage and include current language and reference current equipment and technology. The proposed title changes are illustrated below:

Current Classification Title/Job Code
Proposed Classification Title
Utilities Substation Test Technician (5060)
Utilities Electric Test Technician
Utilities Senior Substation Test Technician (5080)
Utilities Senior Electric Test Technician
Utilities Substation Test Supervisor (5061)
Utilities Electric Test Supervisor
