3 DISCUSSION
The proposed Development Agreement (Agreement) with SiFi Networks Riverside, LLC (SiFi) shall result in a 9 million linear feet (1,690 miles) Citywide Fiber Optic System delivered to all residences and businesses within the City’s estimated 106,000 parcels
SiFi will then lease the fiber lines to Retail Internet Service Providers (ISPs) to provide residential and
business internet service.
• Non-exclusive right-of-way access
• Authorizes SiFi to install fiber optics in
the City’s public right-of-way
The Agreement grants SiFi:

6 SiFi will own the backbone infrastructure and the
maintenance and repair of the physical fiber network is the sole responsibility of SiFi.

Residents and businesses will have the option to remain with their current ISP or seek subscriptions with providers who have leased fiber from SiFi’s Open-access Partner ISPs.

Existing ISPs that provide high-speed Internet access in the community will continue to provide those services.
