Housing and Homelessness Committee Memorandum
TO: HOUSING AND HOMELESSNESS DATE: APRIL 25, 2022

COMMITTEE MEMBERS
FROM: OFFICE OF HOMELESS SOLUTIONS WARD: ALL
SUBJECT: PRESENTATION FROM PATH OF LIFE MINISTRIES ON JURUPA VALLEY’S HOMELESS PROGRAMS ISSUE:

Receive a presentation from Path of Life Ministries on Jurupa Valley’s Homeless Programs.

RECOMMENDATION:

That the Housing and Homelessness Committee receive a presentation from Path of Life Ministries on Jurupa Valley’s Homeless Programs.

BACKGROUND:

The City of Jurupa Valley has a comprehensive homelessness response program that includes outreach, case management, and temporary shelter.  Over time, Jurupa Valley has been able to effectively mitigate homelessness in the community by delivering evidence-based solutions to those in need.

During the 2020 Riverside County Homeless Point-in-Time Count (PIT) there were 103 unsheltered people who were experiencing homelessness in Jurupa Valley, which was a 29% decrease from the 2019 PIT Count.

DISCUSSION:

To combat homelessness in the community, Jurupa Valley maintains a contractual partnership with Path of Life Ministries (POLM); a non-profit organization headquartered in nearby Riverside.  Path of Life provides outreach, case management, short-term rental and utility assistance, and temporary housing for Jurupa Valley residents. To temporarily house homeless residents, Jurupa Valley reserves bed space at the Path of Life Shelter in Riverside.  Jurupa Valley also manages a few apartment units that have been temporarily situated to provide shelter.

POLM will provide the Housing & Homelessness Committee with an overview of Jurupa Valley’s homeless programs that include community shelter, family shelter, outreach, crisis stabilization units and homeless prevention.

STRATEGIC PLAN ALIGNMENT:

Because this is a presentation from Path of Life Ministries, it is not required to align with the City’s strategic plan. The intent of this report is to present information regarding the topic in a neutral fashion for the Committee’s review.

FISCAL IMPACT:

There is no fiscal impact associated with the report.
