CUES is the sole manufacture and supplier of “OEM (Original Equipment Manufacturer)” products/parts for your existing CUES TV equipment. CUES manufactured cameras and transporters are the only replacement cameras and transporters that are “plug and play” into existing CUES equipment.
CUES West maintains several million dollars in parts and loaner inventory that eliminates the need to have excessive parts stocked at your facility.
There is one factory direct OEM service center located in Ontario, CA. This allows for easy same day support which will limit downtime and maximize return on investment.

Subject: Purchase of Closed-Circuit Television Sewer Inspection Truck for Ventura Water
RECOMMENDATION
It is recommended that the City Council:
a. Approve and authorize the Mayor to execute a purchase order not-to-exceed $306,000, to Plumbers Depot, Inc., for the purchase of a closed-circuit television sewer inspection truck for Ventura Water.
b. Authorize the Mayor to execute an amendment or change order to Plumbers Depot, Inc., for this contract pursuant to Section 4.600.200 of the Municipal Code with an aggregate contract not-to-exceed $336,600.

DISCUSSION
The additional CCTV truck will be utilized during preventive maintenance inspections and will allow for immediate camera investigations of sewer lines during a failure.
Closed circuit television inspection ( CCTV) is an effective method to visually inspect the interiors of pipelines to determine the exact location and severity of defects, the likelihood of failure, and repair needs. Currently, Ventura Water has an annual contract for $250,000 with Performance Pipeline of Huntington Beach to perform preventive maintenance services on a monthly basis and on-call emergency services. The purchase of the CCTV truck will eliminate the need for this annual contract. 2 0123456789

The 24 hour access to immediate camera investigation will improve response times to sewer line main breaks and will help assist Risk Management and Code Enforcement to determine the cause of sewer issues, the extent of needed repairs due to a sewer leak, and what enforcement actions need to be issued.
The quoted price of $306,000 is based on pre-negotiated government pricing through Sourcewell, a public corporation serving as a municipal contract agency for government agencies.
IMPACTS
Fiscal Impacts:
The total cost to purchase the closed circuit tv sewer inspection truck is $306,000 plus $30,600 in contingencies. This includes the actual purchase price along with sales tax and delivery. Sufficient funding for this purchase is available in Wastewater Operations Fund 51 in the FY 2019-2020 Adopted Budget. The on-going internal service costs for maintenance and future replacement are included in the FY2019-2020 operating budget in the Ventura Wastewater Operations Fund (51).

The City Council could choose to bid the procurement of the CCTV sewer inspection truck; however, the Sourcewell pricing is already competitively bid on a national level.
The City Council could choose not to purchase the CCTV truck and have staff continue to contract for services, which may result in delayed response and repairs to critical infrastructure and increased costs.

The General Manager and staff recommend that the Board of Directors:
1. Approve a Purchase Order with Plumber's Depot, Inc. in the amount of $780,478.99;
2. Approve declaration of Unit 176 Sewer Inspection Van and Unit 203 GapVax Truck as Surplus Property; and,
3. Authorize the General Manager to execute the appropriate documents on behalf of EVMWD.
BACKGROUND
As part of the District’s 2020/2021 vehicle replacement capital outlay budget, the District will be replacing a sewer line cleaning truck and a sewer video inspection van. Funding for these vehicles has been identified in the budget. The new sewer cleaning truck will replace Unit 203 which was manufactured by GapVax and purchased in 2007. This truck has been in service for 13 years and is at the end of its reliable service life. The new sewer video inspection van will replace Unit 176 with a new van built by Plumber's Depot, Inc.
Recently, Operations staff worked together to identify the best options for the District in purchasing a second new truck, identifying GapVax as the best option to meet the needs of the District. There was a total of six different trucks that were reviewed during this process.

In 2006, no-substitutes specifications for a GapVax sewer line cleaning truck were developed by Operations staff. Recently, the attached quote was received for a new truck from Plumber’s Depot, Inc., the local territory GapVax dealer in Gardena, CA.
Since the sale of the new GapVax equipment is restricted to dealer-protected territories, bids from dealers outside of the local territory were not sought. The local dealer responded to the request for price and provided a quote of $569,715.68 for the specified equipment.
The following major benefits have been identified that make GapVax stand out compared to the other manufactures:

The design of the GapVax vehicle makes it operator-friendly by ensuring daily maintenance points required to be performed by the operator are accessible and at ground level, minimizing maintenance time and possible injury. The controls are also operator-friendly by being well marked with an integrated wireless remote, allowing the operator to control the machine from a distance. The ability to purchase parts over the counter is desirable which potentially will save the District money when replacement parts are needed, due to more than one vendor being able to bid on the items.
In addition, Plumber’s Depot, Inc., which are distributors of the GapVax, offer quarterly maintenance of the vehicle during the first year. They also have offered provision of a loaner vehicle in the event our vehicle cannot be fixed on-site, saving the District staff time as well as truck down time.
Staff is also requesting purchase of a new sewer video inspection van from Plumber’s Depot, Inc. in the amount of $210,763.31, per the attached quote. This vehicle will replace Unit 176, the District’s 2003 sewer inspection van which is at the end of its reliable service life.
Staff presented this item at the February 19, 2020 Study Session and after careful review, recommends approval of purchase with Plumber’s Depot, Inc. for a new GapVax sewer line cleaning truck in the amount of $569,715.68 and purchase of a new sewer video inspection van in the amount of $210,763.31, for a total of $780,478.99. Staff also requests that the Board approve for surplus Unit 203, a sewer line cleaning truck and approve for surplus Unit 176, a sewer video inspection van.
