8 OBSERVATIONS
1. Majority of unpermitted vendors are stationary taco vendors.
2. Majority of vendors contacted have been from Los Angeles or surrounding areas – not Riverside.
3. Many vendors connected to one operator who “opens” several locations at a time in Riverside
4. It often takes multiple visi ts and heightened levels of enforcement to gain compliance
5. Some vendors appear to be making an attempt to adjust to enforcement schedule and methods.
