BACKGROUND:

Participation in joint operations, such as the regional task forces that the Riverside Police Department (RPD) regularly participates in, ensures a well-coordinated law enforcement effort and increases the flow of intelligence information among the various law enforcement agencies in the region.

The Federal Bureau of Investigation Inland Regional Child Exploitation and Human Trafficking Task Force focuses to identify and rescue victims of child exploitation and human trafficking; to reduce the vulnerability of children and adults to sexual exploitation and abuse. Task force related overtime will be reimbursed up to $19,372 by the Federal Bureau of Investigation per Officer for Federal Fiscal Year 2021-2022 (October 1 through September 30).

DISCUSSION:

The proposed Memorandum of Understanding (MOU) between the City of Riverside, on behalf of the Riverside Police Department, and the Federal Bureau of Investigation Inland Regional Child Exploitation and Human Trafficking Task Force (IRCEHTTF) establishes the procedures and responsibilities of both the City and the Federal Bureau of Investigation IRCEHTTF for the reimbursement of certain overtime costs as it relates to task force-related activities.

Participation on the IRCEHTTF will provide a rapid, proactive and intelligence-driven investigative response to the sexual victimization of children, other crimes against children, and human trafficking within the FBI’s jurisdiction.

The MOU is effective on the date it is signed by both parties and terminates when explicitly terminated by either the Child Exploitation and Human Trafficking Task Force or the City of Riverside. RPD will be reimbursed for an annual amount established by the Federal Bureau of Investigation. The amount established for Federal Fiscal Year 2022-2023 (October 1 through September 30) is an amount up to $19,372 per assigned Officer. There is currently one RPD Officer assigned to this task force.
